The state, known for having some of the country's highest average gasoline prices, is at a crossroads as it navigates its complex relationship with oil companies.
California's geographical isolation from larger refining hubs necessitates either local fuel production or imports from Asia. The EIA projects that imported fuels will become increasingly crucial for California's fuel supply due to challenges faced by local refineries in maintaining profitability.
Impact of New Legislation
Governor Gavin Newsom's recently signed ABX2-1 legislation aims at preventing fuel shortages by mandating refiners to uphold minimum inventory levels and ensure refinery maintenance in coordination with key stakeholders. This law enhances the state's regulatory oversight just as Phillips 66 announces the 2025 closure of its large Los Angeles-area refinery.
This coincides with broader market dynamics observed in the energy sector. The U.S. gasoline crack spread plummeted to $11.73 per barrel in September, marking the lowest level since November 2023, while the diesel crack spread reached its lowest since July 2021 at $17.98 per barrel.
