China Implements Measures to Boost Index Investments

In a bid to revitalize its struggling equity market, China has introduced comprehensive measures to advance the development of index investment products, facing a challenging external economic landscape. Bloomberg reports that the China Securities Regulatory Commission (CSRC) aims for a significant increase in both the scale and proportion of index investment through strategic initiatives over an extended period.

The CSRC is committed to enhancing the asset allocation function of index funds, offering more accessible channels for medium- and long-term investments in the market. The strategic plan also includes attracting foreign investments in the yuan-denominated A-share market via exchange-traded funds (ETFs) and promoting the wider adoption of equity and bond ETFs. Efforts to curb index fund costs and exempt market-making fees are also part of the regulatory framework.

Recent months have seen Chinese equities under considerable pressure, sparked by concerns over a protracted economic slowdown and potential tariff increases from the United States. Market participants expressed skepticism about the effectiveness of Beijing's prior stimulus measures. In light of these challenges, CSRC Chairman Wu Qing announced guidance for local mutual funds and insurers to increase their stock acquisitions. Specifically, mutual funds are urged to elevate their onshore equity holdings by at least 10% annually over the next three years, with large state-owned insurers expected to allocate 30% of new policy premiums to equities by 2025.

Additionally, China has sanctioned a 52 billion yuan (approximately $7.2 billion) approval for long-term equity investments by insurers, as confirmed by China Banking and Insurance News.
