China Signals Boost in Public Borrowing and Spending for 2025

China has unveiled plans to ramp up public borrowing and spending in 2025, indicating a shift in policy focus towards stimulating consumption. According to Bloomberg, top officials, led by President Xi Jinping, announced this policy direction following a two-day Central Economic Work Conference in Beijing.

As part of the fiscal strategy, China intends to increase its fiscal deficit target alongside implementing interest rate and reserve requirement ratio cuts for banks "at an appropriate time." The emphasis on boosting consumption will take precedence in 2025, with measures aimed at invigorating domestic demand. This follows a commitment by the decision-making Politburo to adopt a "moderately loose" strategic shift in monetary policy after a 14-year stance.

Despite this favorable growth outlook, specific steps to enhance consumption remain vague. Larry Hu from Macquarie Group Ltd. commented that rather than direct handouts to consumers, the government will likely increase central government leverage and public spending. This strategic pivot aims to counterbalance external uncertainties, particularly as China's economic outlook faces potential risks from renewed US tariffs and internal challenges like a subdued housing market and low consumer confidence.

According to data from IndexBox, subsequent economic analyses suggest that growth could slow, necessitating the supportive role of stimulus measures. The issuance of ultra-long special treasury bonds and local government special notes is expected to bolster infrastructure investment.
