China Targets 5% Growth in 2024 Amid Economic Strategy Shift

Chinese leaders are reportedly setting an ambitious annual growth goal of about 5% for next year, while also raising the budget deficit to 4% of gross domestic product, according to a recent report. This decision follows the recent economic conference in Beijing and comes amidst a series of economic policy shifts aimed at stabilizing growth.

Both the growth target and the planned deficit align with economists' expectations and reflect the broader strategy seen in recent economic pledges. Chinese policymakers have initiated substantial fiscal measures, such as rate cuts and increased bank liquidity, to bolster domestic consumption and investment.

Market reaction to these announcements remains muted, with the yuan showing little change at around 7.29 in trading. In financial markets, bond yields are still near record lows, and the CSI 300 equity benchmark continues to exhibit limited fluctuation.

Signaling a significant policy shift, Chinese leaders have pledged to adopt a "moderately loose" monetary policy—marking the first change of this kind in approximately 14 years. This approach, coupled with "more proactive" fiscal tools, is aimed at navigating potential economic challenges, such as reduced exports due to anticipated US tariffs.

According to data from the IndexBox platform, China's decision to increase its budget deficit beyond the traditional 3% cap to 4% signals a proactive fiscal stance but may still fall short of addressing deeper domestic demand issues and persistent deflationary trends.

The Chinese economy showed mixed performance in November, with retail sales growth slowing down unexpectedly despite stable industrial production rates. This uneven economic landscape is compounded by weakened consumer confidence and a less optimistic property and labor market outlook.
