China's Consumer Market Sees Growth with Successful Trade-In Program

The Chinese consumer market, which had previously underperformed following the country's reopening in 2023, has shown promising signs of recovery in the second half of 2024. This recovery was driven largely by a successful consumer goods trade-in program.

According to data from the Ministry of Commerce as of December 13, 2024, the policy's impact became more pronounced in the latter part of the year. Notably, in October 2024, consumer enthusiasm spiked, as evidenced by the rapid increase in national household appliance trade-in sales. Within just 79 days, sales surpassed 100 billion yuan, doubling to 200 billion yuan in only an additional 40 days.

The trade-in policy, although initially launched in March 2024, faced early challenges due to insufficient support funds and financial pressures on local governments. It was only after September that large-scale promotions and meaningful results became evident. Moving into 2025, there are significant opportunities for further improvements, such as extending subsidy time frames, increasing financial support, and expanding the range of subsidized goods. Moreover, with Chinese exports facing increased pressure under the Trump administration and a slow recovery in the real estate market, these enhancements could prove crucial.

Current government subsidies allocated for the trade-in program are nearing exhaustion. However, the central government is committed to continuing the program in 2025. This will involve an expanded fund pool from new special government bonds along with a broader range of product categories and provincial inclusion. In addition, the Central Economic Work Conference in December has outlined other measures to boost consumption in 2025. Although detailed policies are expected to be announced during the "Two Sessions" in March, expectations are high for an extension of the ultra-long-term special treasury bonds to support these measures into 2025 and potentially 2026.
