China's Surging Electricity Demand Poses Challenges for Climate Goals

China's rising electricity demand has emerged as a critical issue amid global efforts to combat climate change. As reported by Bloomberg, China, the world's largest emitter of greenhouse gases, faces the enormous task of reducing emissions in line with global climate commitments. The nation's rapid adoption of clean energy technologies had raised hopes of an early peak in emissions before its 2030 target.

Despite these advancements, China's energy demand continues to climb at unprecedented rates, fueled primarily by the industrial sector. Data from IndexBox highlights that China's electricity consumption grew by 6.8% last year, outpacing nominal GDP growth, and posing a significant challenge to decarbonizing its power sector, which accounts for nearly 50% of its emissions. During the same period, while renewable energy sources saw record installations, thermal power plants had to burn more coal, increasing output by 1.5% over 2023 levels to meet the heightened demand.

Industrial production, particularly in materials like copper, aluminum, and petrochemicals, has significantly contributed to this increased energy consumption. Coupled with President Xi Jinping's focus on enhancing productivity in sectors like biopharmaceuticals and EV manufacturing, the economy has become increasingly electricity intensive.

The National Energy Administration reports a 38% surge in electricity demand from the growing electric vehicle (EV) sector in 2024, which now comprises about 1.1% of total power consumption. This shift towards electrification, despite increasing power system pressure, is considered a climate-positive move due to the higher efficiency of electric motors.

However, external factors such as frequent summer heatwaves, resulting in higher air conditioning use, and the emergent power demands of AI-driven data centers, projected to constitute up to 5% of total power consumption by 2030, further complicate the energy landscape.

Lauri Myllyvirta, lead analyst at the Centre for Research on Energy and Clean Air, emphasizes that energy demand is the primary variable influencing emissions trends, particularly in light of volatile international trade dynamics. With potential fiscal stimulus measures and international trade uncertainties, China's path to economic growth and emission reduction remains at a crossroads.
