Chinese Solar Industry Embraces OPEC-Style Quotas to Tackle Oversupply

In a bid to tackle overcapacity, China's leading solar equipment manufacturers have committed to a self-regulation framework. More than 30 top companies have agreed to production quotas inspired by the Organization of Petroleum Exporting Countries' methods, according to local media. The framework was confirmed during the China Photovoltaic Industry Association's annual meeting, as detailed by Bloomberg. This pioneering move aligns with the country's ongoing struggle against the consequences of massive overcapacity, sparked by rapid factory expansions that began in 2021.

The Chinese solar sector, which comprises over 80% of the global manufacturing supply, now faces a production volume that far exceeds global demand. While the world is predicted to install less than 1,100 gigawatts of solar panels in 2024, China's annual production capability has nearly doubled that to over 1,100 gigawatts, leaving the industry grappling with severe overcapacity.

Further compounding these challenges, recent IndexBox data reveals that China exported solar cells and light-emitting diodes worth USD 31 billion in 2023, with the Netherlands, India, Brazil, Vietnam, and Japan being the top destinations. The Netherlands alone accounted for USD 5.9 billion of exports. On the import side, China brought in USD 8.8 billion worth of these technologies, with Japan and Taiwan leading the import sources at USD 2.5 billion and USD 2.2 billion, respectively.

Despite China's solar boom, the industry is hit hard by geopolitical tensions and dwindling demand. Companies are now laying low, anticipating a possible recovery post-2025. Solar power is the world's cheapest and fastest-growing energy type, yet the sector faces financial strain, with companies like Longi Green Energy Technology Co. projecting losses nearing USD 1 billion this year.

While executing these quotas could potentially stabilize prices, questions on adherence and enforcement linger among industry leaders. As Chinese solar firms adapt to this "new OPEC era," the path forward remains uncertain, hinging on their collective commitment to curbing excess production.
