EU Ends Tax-Free Exemption on Low-Value Chinese Imports

The European Union has announced plans to remove the tax-free exemption on low-value goods imported from China as part of efforts to curb the influx of non-compliant products from popular e-commerce platforms such as Temu and Shein. This move comes after reports indicated that 96% of these goods do not meet the EU's safety standards, posing a risk to the safety of over 450 million residents in the single market.

According to data from the EU Commission, a staggering 91% of the imports benefiting from the tax exemption originate from China, with more than 4.6 billion low-value shipments recorded in the EU last year—a figure that more than doubled the previous year. This strategic step mirrors the earlier actions taken by the United States, where a similar exemption, known as the 'de minimis' rule, was revoked by the Trump administration for goods valued under $800.

The EU aims to fortify customs control across its 27 member states, currently reliant on a minority of member states for inspecting 89% of online-sold imported goods. Brussels is also embarking on establishing measures that ensure online retailers classified as "very large platforms"—like Temu and Shein—comply with new rules. These platforms will soon be required to handle duties and VAT and verify product conformity with EU standards.

Henna Virkkunen, EU's tech commissioner, revealed that Temu and Shein have rapidly expanded, amassing 25 million EU customers within a few months last year. Speculation suggests that such growth might be backed by Chinese state subsidies. To counteract this surge, the EU is preparing to enforce stronger tax collection from these companies, a move supported by investigations into retailers Temu, Shein, and AliExpress for potential breaches of EU regulations.
