EU Initiates Comprehensive Risk Assessment of Outbound Tech Investments

The European Commission has urged the 27 EU member states to embark on a thorough 15-month risk assessment of outbound investments in critical technologies such as semiconductors, artificial intelligence, and quantum technologies. According to the European Commission's non-binding recommendation issued on Wednesday, EU members should evaluate investments made by their companies in non-EU countries dating back to the start of 2021. Initial progress reports are expected by July 2025 with a final report due in June 2026. This initiative is part of the EU's broader strategy, outlined a year ago, to enhance economic security by scrutinizing foreign investments and tightening controls on the export and outflow of technology to rivals, including China.

The motivation behind these measures stems from a series of global challenges, including the impact of the COVID pandemic, the war in Ukraine, cyber threats, infrastructure sabotage, and the upcoming geopolitical shifts, potentially exacerbated during President-elect Donald Trump's second term. The EU is particularly vigilant about preventing technology appropriation that could benefit hostile military or intelligence entities.
