EUROFER Urges 50% Cut in EU Import Quotas for Flat Steel Products

EUROFER, the European Steel Association, has recently urged the European Commission to reduce import quotas on flat steel products by 50%, aiming to stabilize the market balance between domestic production and imports. The association argues that the current import volumes create an oversupply of approximately 8.75 million tons within the EU market, as highlighted by categories like hot rolled steel (HRC) at 4 million tons, cold rolled steel (CRC) at 1.2 million tons, and galvanized steel (HDG) at 2.8 million tons.

This request comes amid ongoing struggles within the European steel industry, as existing safeguard measures are deemed insufficient by EUROFER. They propose increasing the average duty rate from 25% to 34% and putting stricter category limits on imports, suggesting a 15% cap across all steel types and further limits on CRC to 10% and HRC to 7%.

Furthermore, the proposal includes setting individual quotas for Chinese steel, despite existing anti-dumping measures, counting processed steel in other countries but made in China within this quota and applying corresponding duties. This stance follows prior protests by importers against the proposed stricter restrictions, which were submitted on January 10, 2025, with the public becoming aware of them twelve days later.

In 2023, the European Union witnessed a decrease in long product imports by 21.8% compared to 2022, totaling 6.96 million tons, as reported by GMK Center. Flat product imports also saw an 8% decrease year-on-year, ending at 20.11 million tons, prominently sourced from regions including China, Turkey, South Korea, India, Taiwan, and Vietnam.

As the EU evaluates these proposals, the outcomes may considerably impact future trade dynamics and competitiveness across its member states, particularly concerning major players like Belgium and Germany whose export activities are pivotal to the regional economy.
