European Central Bank Eyes Expedited Digital Euro Legislation Amid U.S. Stablecoin Surge

The European Central Bank (ECB) is banking on the support of U.S. President Donald Trump for cryptocurrencies pegged to the U.S. dollar to fast-track legislative approval for the digital euro, according to ECB board member Piero Cipollone. In a recent interview with Reuters, Cipollone emphasized the urgency posed by the introduction of U.S.-backed stablecoins, which he believes will integrate yet another U.S.-originated payment tool.

The ECB has positioned its forthcoming digital currency as an online payment option controlled by the central bank, which would reduce reliance on leading American financial services providers such as Visa and PayPal. However, the European Commission's proposed digital euro legislation from June 2023 has seen little traction, as lawmakers and banks remain hesitant. Cipollone expressed optimism that political awareness is increasing, suggesting potential acceleration in the legislative process.

He remains hopeful that the European Union's Parliament and Council will finalize the digital euro framework by the summer, enabling negotiations with the Commission. Should this timeline be met, new regulations could be in place by November, when ECB policymakers plan to decide on the digital currency's introduction. "Political processes are complex and there are many things on the table," Cipollone noted, expressing an understanding of the process's intricacies.

Concerns about U.S.-backed stablecoins gaining traction in Europe are pertinent. Cipollone warned that European adoption of these stablecoins could shift deposits from European banks to U.S. counterparts, a sentiment shared by local bankers who worry that a digital euro might similarly divert funds to ECB-controlled digital wallets.

To alleviate such fears, the ECB has suggested capping digital euro holdings and avoiding interest payments. As of now, countries like Nigeria, Jamaica, and the Bahamas have launched central bank digital currencies (CBDCs), with 44 more countries, including Russia, China, and Brazil, exploring similar projects, as reported by the Atlantic Council. Meanwhile, President Trump has prohibited the U.S. Federal Reserve from creating a CBDC.
