EU's Plan to Limit Scrap Exports Poses Challenges for Global Markets

The European Union's decision to impose restrictions on steel and aluminium scrap exports is set to further disrupt international markets, which have already been impacted by the implementation of the Carbon Border Adjustment Mechanism (CBAM). According to Fastmarkets, CBAM specifically targets imports from countries where production processes do not meet the EU's stringent environmental standards.

The European Steel Association (Eurofer) and the European Aluminium have expressed concerns and highlighted the necessity for Europe to retain these materials to ensure a sustainable and resilient industry within the bloc. Their joint statement emphasized that recycling old steel and aluminium is critical to Europe's decarbonization efforts, with potential energy savings of up to 95% for aluminium and 80% for steel.

The call for action by the European steel and aluminium sectors is further driven by the competitive edge enjoyed by non-EU recyclers, who offer higher prices for scrap due to lower production costs, including environmental and labor standards. China, a key player in this market, witnessed its recycling capacity jump from 8 million tonnes to 21 million tonnes in recent years and plans further expansions to 26 million tonnes by 2030.
