Freddie Wong Proposes Reforms to Boost Hong Kong Property Market

Freddie Wong Kin-yip, the chairman of Midland Holdings, has urged for amendments to Hong Kong's cash-for-residency scheme to revitalize the struggling property market. The South China Morning Post reports that Wong suggested allowing more property purchases to be included in the investment requirements of the Capital Investment Entrant Scheme (CIES), which currently mandates a minimum investment of HK$30 million in vehicles like funds, stocks, or bonds for residency.

As it stands, the CIES scheme has been modified to permit properties worth at least HK$50 million to count towards the investment requirement, with a cap of HK$10 million. Yet, Wong advocates further liberalization, including deferring stamp duty payments until buyers move into their new homes. This change, he argues, would alleviate financial burdens on buyers and potentially ease the re-sale of properties if owners encounter economic challenges.

"These measures can help destock the market amid the current glut of unsold housing units," Wong emphasized. "The involvement of investment migrants can also bolster economic growth." He reassures that these proposed adjustments would not incite price speculation, given the current market's sluggish state.

Wong's suggestions come as Hong Kong's Financial Secretary, Paul Chan Mo-po, prepares to deliver his annual budget speech.
