Ghana Engages in Talks to Restructure $2.7 Billion International Loans

Ghana's Finance Minister, Cassiel Ato Forson, announced on Wednesday that the country is currently negotiating with 60 international banks to restructure $2.7 billion in loans. According to Bloomberg, these loans are the last portion of debt Ghana is restructuring as part of its $3 billion program with the International Monetary Fund (IMF).

The initiative to seek IMF assistance was a response to the unsustainable levels of national debt that led to a default in 2022. Since the start of the restructuring process in December 2022, the country has reorganized a substantial portion of its financial obligations, including $13 billion in eurobonds, $5.1 billion in bilateral loans, and 203.4 billion cedis ($13.3 billion) of domestic debt.

Forson, appointed by Ghana's new President, John Mahama, earlier this month, is committed to implementing spending cuts in an effort to stabilize the nation's economy. This move aims to prevent a recurrence of the financial crisis that occurred under former President Nana Akufo-Addo. President Mahama, who won the December elections with a 56.6% majority, the largest since 2000, pledged to address the high living costs and government financial mismanagement that had frustrated the electorate.

The country has successfully signed memorandums of understanding with all 25 of its bilateral lenders, marking another milestone in its reformation efforts, following the agreement reached with the official creditor committee under the Group of 20's common framework in June.
