Grupo Carso and Pemex Reevaluate Deepwater Gas Development

In a dynamic shift for Mexico's energy landscape, Reuters reports that Carlos Slim's Grupo Carso is revisiting terms with the state energy giant, Pemex, to develop Mexico's premiere deepwater natural gas field, Lakach. According to multiple sources, the decision arises from changing market conditions and political intricacies.

In the context of evolving geopolitical relations, including the potential reshaping of ties with the United States under former President Donald Trump, Mexico has been amplifying efforts to decrease its reliance on U.S. gas imports. This effort is underscored by Pemex's strategic priority to bolster domestic gas production, with targets set to increase from the current 3.7 billion cubic feet per day (cfd) to 5 billion cfd.

Financial considerations are pivotal to the project's recalibration. Recent data from the IndexBox platform reveals that Mexico's export value of natural gas in 2024 surged to USD 13.6 million from USD 5 million in 2023. Yet, imports remain substantially higher, with a value of USD 4.6 billion in 2024, albeit a drop from USD 6.6 billion in 2023. Given that the United States dominates both categories—USD 5 million in exports and USD 6.6 billion in imports in 2023—Mexico's dependency is stark.

Grupo Carso proposes expanding the project to include Piklis and Kunah fields, potentially enhancing the venture's viability amidst lowering natural gas prices. Nevertheless, the realization of such an ambition entails overcoming logistical obstacles, notably a lack of infrastructure for gas transportation. The project has also experienced setbacks, with prior plans shelved due to insufficient yield and challenges in securing and maintaining investment interest.

Looking ahead, the future of Mexico's gas independence is uncertain, particularly with Slim's team contemplating suspension or withdrawal. These negotiations, running parallel to Mexico's broader energy ambitions, underscore the intricacies of balancing political influence, economic viability, and energy sovereignty.
