Japan Aims for 60% Cut in Greenhouse Gas Emissions by 2035

Japan is forging ahead with a new target to slash greenhouse gas emissions by 60% by the year 2035, even as critics argue that the plan lacks ambition. As reported by Bloomberg, this target intends to bring Japan, one of the world's leading carbon emitters, closer to achieving net zero by 2050. The strategy, disclosed by officials from a joint panel of the trade and environment ministries, will undergo a public commentary phase before seeking final approval from Japan's cabinet.

Undertaking significant emissions cuts from 2013 levels, the Japanese government, under Prime Minister Shigeru Ishiba, aligns with upgraded commitments from other major economies like the UK and the US, which are submitting enhanced climate targets pursuant to the Paris Agreement's February deadline. Previously, Japan committed to a 46% reduction by 2030.

Keiichiro Asao, Japan's Environment Minister, emphasized at a press conference that "The most important thing is to reach net zero by 2050." While various perspectives exist on the emissions reduction benchmark, Asao stressed the crucial balance between decarbonization and economic growth, considering the future societal impacts.

Japan, which accounted for over 60% of its electricity generation from coal and natural gas last year, faces challenges in advancing toward low-emission energy alternatives. Regulatory hurdles in nuclear plant reactivation and limited land for solar and wind development exacerbate these efforts.

The proposed 60% reduction has drawn criticism from the scientific community and climate activists for not aligning with global aspirations to curb temperatures. To truly achieve net zero, BloombergNEF has estimated Japan's energy industry will need an investment influx of $7.7 trillion by 2050 to bolster low-carbon assets and infrastructure. Additionally, Climate Action Tracker's analysis suggests that an 80% reduction is necessary by 2035 to cap global warming at 1.5°C above pre-industrial levels.

The new target emerges after extensive government consultations with external academics, business figures, and other experts, reflecting a collaborative effort to navigate these complex climate challenges.
