MENA Region Sees Record IPO Activity in 2024, Raising $12.6 Billion

The Middle East and North Africa (MENA) region witnessed a remarkable surge in initial public offerings (IPOs) in 2024, with 54 listings generating proceeds of $12.6 billion. According to the EY MENA IPO Eye Q4 2024 report, the final quarter of the year was particularly strong, featuring 25 IPOs that raised $7.9 billion, a 32% increase in listings and a 59.4% rise in funds compared to Q4 2023.

The fourth-quarter boost in proceeds was largely fueled by high-value offerings from companies such as Talabat Holding plc and OQ Exploration & Production. Notably, Talabat went public on the Dubai Financial Market (DFM), securing 25.8% of the quarterly total, while OQ raised $2 billion, marking the largest-ever IPO in Oman.

Saudi Arabia continued to lead the region with the most activity, accounting for 17 out of the 25 Q4 IPOs, raising $1.2 billion in total. Of these, five were listed on the Tadawul Main Market, collectively contributing $1.1 billion. Key Saudi listings included Arabian Mills for Food Products Company and United International Holding Company, each procuring $300 million.

The UAE's IPO market remained strong with four new listings in Q4. On the Abu Dhabi Securities Exchange (ADX), Lulu Retail Holdings PLC raised $1.7 billion, and ADNH Catering PLC raised $235 million, complementing Talabat's $2 billion listing on DFM.

As detailed in EY's report, the MENA IPO market is set for continued growth, with projections indicating 38 companies and 22 funds are set to list across the region in 2025. Saudi Arabia leads this pipeline with 27 companies, followed by the UAE with three. Companies like Etihad Airways and Amanat Holdings are among the anticipated IPOs.

The region's exchanges are working on initiatives to support family-owned businesses and SMEs, aiming to enhance the capital market infrastructure. Innovations like the Arena platform from DFM, expected in 2025, are poised to stimulate further IPO activity.
