Mongolia Plans First Dollar Bond Sale Since Credit Upgrade

Mongolia is preparing its potential return to the dollar bond market by engaging banks for a deal likely to be finalized in early 2025, marking its first such move since receiving upgrades from key rating agencies last year. According to Bloomberg, the junk-rated sovereign is considering a bond with a maturity of five, and possibly ten years.

Mongolia's creditworthiness has seen an upswing with the notable rating upgrades by major credit rating agencies, primarily fueled by increased mineral revenues and an adept approach towards managing debt. Moody's latest upgrade in November moved Mongolia's credit assessment up to B2, a positive shift five levels below investment grade.

The government also intends to buy back a $566 million bond due in April 2025 and a $650 million note set to mature in January 2028. Notably, both bonds are currently trading above their initial issue prices, reflecting market confidence.

Current market conditions show average spreads on Asian high-yield dollar bonds are at some of their tightest in over six years, standing at 411 basis points, according to a Bloomberg index. Despite a modest 0.5% return from the index this year, it underperforms against global peers amidst rising concerns over Chinese property developers and market disruptions from anticipated new tariffs by U.S. President Donald Trump.

In the bigger picture of emerging-market dollar bonds and global high-yield debt tracked by Bloomberg, both categories have delivered returns of 1.5% and 1.4% respectively this year, aided by larger spread cushions that provide room for maneuver against Treasury market volatility.
