Panama's Mining Ban Faces Legal Challenge

In a recent interview with MINING.COM, Zorel Morales, Executive Director of the Mining Chamber of Panama, highlighted that mining is recognized as a national economic benefit, and its ban contradicts this constitutional principle.

Implemented through Law 407 in November 2023, the mining moratorium followed widespread protests against the government's agreement with Minera Panama, a subsidiary of First Quantum Minerals. The economic impact of the closure of the Cobre Panama mine, a major global copper supplier contributing approximately 1.5% to global production, has been profound. "You cannot just eliminate 5% of your GDP and not expect consequences," Morales stated, pointing to rising unemployment and hardship in mining-dependent communities.

In 2024, Panama's adjusted export value of copper rose slightly to $48.6k, but import dependence persisted with a value of $43.1k, highlighting ongoing economic adjustments in the mining sector.
