Residential Real Estate Surges Amidst Housing Shortage in NYC

Residential real estate is set to lead the resurgence in New York City's property values, as the city grapples with a housing shortage and high interest rates that continue to cap sales. According to Bloomberg, the market value of the city's over one million properties is projected to rise 5.7% to $1.6 trillion in the upcoming fiscal year beginning July 1, as per the latest tentative assessment roll released by the Department of Finance on Wednesday. This marks a significant recovery from the mere 0.7% increase in the previous year, a reflection of the Federal Reserve's aggressive rate hikes.

The outlook is particularly favorable for coops, condos, and rental apartment buildings, with market values expected to climb 7.3%. The rise in property values is partly driven by a surge in rents following the Covid-19 pandemic, as inventory remained scarce. The median rent for a one-bedroom apartment in New York City increased 21% from February 2020 to September 2024, according to data from the city comptroller's office.

Brooklyn appears poised for the most substantial growth, with an anticipated market value increase of 9.4%, thanks in large part to a 15% rise in rental apartment values in the borough. These projections reflect real estate activity over the span from January 6, 2024, to January 5, 2025, alongside expense information for commercial properties within the calendar year 2023, submitted to the Department of Finance in 2024.

Real estate taxes, crucial to New York City's fiscal framework, serve as the largest revenue source for its $115 billion budget, constituting nearly one-third of it. Additionally, property taxes underwrite the city's roughly $42 billion in general obligation bonds.

Citywide assessed value—the portion of the market value subject to taxation—has risen by 3.9% to $311.2 billion, per the Department of Finance. Single-family property values are also anticipated to grow by approximately 6%, with Staten Island homes seeing the most significant rise.

Signs of recovery are also emerging in the commercial real estate sector. With more employees returning to offices, the total market value of commercial properties is expected to increase by 3.8% to $339.5 billion, while assessed values are predicted to rise by 2.9% to $135.9 billion, led by a resurgence in trophy office buildings.

Numerous Wall Street firms have reinstated a five-day in-office workweek, diminishing New York office visits to just 14% below their pre-Covid levels in October, according to Placer Ai estimates. Nonetheless, citywide office vacancy rates remain high, around 23.4% in November, a slight decrease from 24.3% mid-year, as reported by the city comptroller. Office market values have risen 2.7%, with retail buildings and hotels seeing increases of 2.5% and 5.9%, respectively.
