Saudi Arabia Faces Challenges as FDI Inflows Decline in 2024

Foreign direct investment (FDI) inflows into Saudi Arabia saw a significant dip in the third quarter of 2024, indicating ongoing challenges in attracting external financial support for its economic reform agenda. According to Bloomberg, FDI inflows declined by 8% quarter-on-quarter to 18 billion riyals ($4.8 billion) during the months leading to September, marking a reduction from the same period last year.

Data highlights that the overall FDI inflows for the first three quarters of 2024 reached $14.5 billion, falling short of year-ago figures and only halfway towards the kingdom's ambitious annual target of $29 billion. To hit this target, an unprecedented uptick in investment would be required in the final quarter of the year.

As Saudi Arabia pursues its strategic goal to amplify FDI inflows to $100 billion by 2030, the nation acknowledges the pivotal role of foreign expertise in advancing sectors such as technology and mineral exploration. The FDI inflow figures from 2023 stood at approximately $26 billion, surpassing goals but representing the lowest since 2020.

Despite these challenges, Investment Minister Khalid Al-Falih expressed optimism in October, citing positive trends in economic indicators. The Future Investment Initiative in Riyadh highlighted new announcements from entities like Goldman Sachs Group Inc. and Z Capital Group, heralding potential future growth in foreign investments. Moreover, reforms anticipated in 2025 are expected to further encourage inflows.

Amid declining oil prices, which hover around $74 per barrel compared to the needed $93 for budget equilibrium, and a forecasted fiscal shortfall of around 2.8% of GDP for 2024, Saudi Arabia is under increasing pressure to diversify its funding sources. To mitigate these financial challenges, Saudi Arabia has emerged as one of the top issuers of sovereign debt among emerging markets in 2024, a trend that includes debt securities issued by state-owned oil giant Saudi Aramco and the sovereign wealth fund.
