Saudi Tabreed Weighs Public Offering as Kingdom Eyes Diversification

Saudi Tabreed District Cooling Co. is exploring an initial public offering in Riyadh, working alongside Citigroup Inc. and SNB Capital, according to a report from Bloomberg. As the Saudi affiliate of the UAE's National Central Cooling Co., Tabreed is backed by the kingdom's sovereign wealth fund, the Public Investment Fund (PIF), and could potentially go public this year, as per sources familiar with the discussions.

The Middle Eastern region, characterized by soaring temperatures often surpassing 110 degrees Fahrenheit (43 Celsius) during summers, presents a thriving market for centralized cooling systems. According to data from the IndexBox platform, the demand for district cooling services in the region is expected to grow significantly, driven by urbanization and infrastructure development.

In 2022, the PIF acquired a 30% stake in Saudi Tabreed, a move valued at approximately $250 million at the time. The wealth fund, which is integral to Crown Prince Mohammed Bin Salman's initiative to diversify the Saudi economy away from oil dependence, is orchestrating multiple IPOs to fund its expansive agenda. Apart from Saudi Tabreed, PIF is also preparing to list the nation's largest medical procurement company and a key port operator.

Saudi Arabia's IPO activities reached over $4 billion in 2024, with a solid line-up anticipated for 2025. The country's financial regulator has recently approved planned offerings by Ejada Systems Ltd., Umm Al Qura for Development & Construction Co., and Derayah Financial Co., underscoring the robust momentum in the capital markets.
