SEMI Europe Advocates for 'Chips Act 2.0' to Bolster EU Semiconductor Industry

The semiconductor industry group SEMI Europe has called for a "Chips Act 2.0" to maintain Europe's competitiveness against global giants such as the U.S. and China. According to Reuters, SEMI supports the recommendations made by former ECB chief Mario Draghi that emphasize a more coherent industrial policy and a decentralized EU budget to facilitate the growth of the semiconductor ecosystem.

Export and Import Dynamics in the EU Semiconductor Market

Data from IndexBox highlights the existing export and import dynamics within the European Union's semiconductor sector. As of 2023, Germany leads the EU with an export value of $22.6 billion, followed closely by the Netherlands at $17.9 billion, and France with $9.9 billion. Other notable contributors include Ireland and Belgium, with export values of $6 billion and $2.9 billion, respectively.

On the import side, Germany again tops the list with imports valued at $25.8 billion, followed by the Netherlands at $17.8 billion. Belgium, France, and Ireland also play significant roles, importing $6.3 billion, $5.1 billion, and $4.8 billion worth of semiconductor products respectively.

International Trade with Non-EU Countries

The trade relations between the EU and countries outside the union show that China is the most prominent exporter to the EU with a contribution of $4 billion, while Taiwan (Chinese) follows with $2.4 billion. On the import side, Taiwan (Chinese) and Malaysia are key suppliers to the EU with import values of $5.1 billion and $3.9 billion, respectively.

The call for a "Chips Act 2.0" comes in the wake of export restrictions introduced by the U.S. and China on chip technology, which SEMI believes warrants a strategic response to protect the EU's interests and assert its influence in the global semiconductor market. The proposed act would support advances in new technologies and fortify supply chains critical to Europe's transition towards greener initiatives.
