South Africa's Central Energy Fund Advances Petrochemical Asset Management

South Africa's state-owned Central Energy Fund (CEF) is pushing forward with plans to manage petrochemical assets at the country's largest fuel-storage hub, following its strategic acquisition of the Sapref oil refinery last year. The CEF aims to ensure the financial viability of the refinery, which boasts a capacity of 180,000 barrels per day, by taking control of operations at Island View in Durban.

South Africa's dependence on imported fuel has grown significantly as crude oil imports reached a staggering value of $20 billion in 2023, according to data from the IndexBox platform. This reliance has increased since 2019, when imports accounted for only 22% of domestic fuel needs due to the closure of multiple refineries.

The Island View precinct, integral to South Africa's energy supply chain, is currently managed by Transnet SOC Ltd., with nearly all petroleum shipments entering through its facilities before distribution via the national pipeline network.

The CEF acquired Sapref, renamed under the South African National Petroleum Co., for a nominal fee from Shell and BP, who ceased processing operations in 2022. Following the acquisition, the refinery was severely affected by flooding, submerging it in up to 10 feet of water.

On the export front, Botswana stands as South Africa's largest market for crude oil and processed petroleum, with a 2023 export value of $909.7 million, followed by Swaziland and Lesotho, with values of $233.1 million and $221 million respectively.

The Central Energy Fund remains focused on refurbishing the refinery and boosting its capacity as part of its broader strategy to enhance South Africa's energy security. The fund reported a significant financial loss amounting to 522 million rand for the year ending March 2024, following a profit of 1.77 billion rand the previous year, influenced by various external and internal challenges.
