Teacher Salaries Across Europe: Trends Show Decline in Real Terms

Teacher salaries, when adjusted for inflation, have seen a significant decrease across many European countries in recent years. A detailed analysis by Euronews Business highlights these concerning trends over time, indicating a complex issue exacerbated by multiple factors. According to data from the IndexBox platform, the trend has been impacting not only salaries but also the recruitment and retention within the teaching profession.

For the academic year 2023/24, secondary classroom teacher recruitment in England reached only half of its target, according to the National Foundation for Educational Research (NFER). Despite teaching being ranked as the best job in the UK in 2025 by hiring firm Indeed, the European Union (EU) faces widespread teacher shortages.

Over the past decade, teacher salaries in many European countries have declined in real terms. Luxembourg saw the sharpest decline, with salaries dropping by 11% between 2015 and 2023. Greece and Ireland followed with decreases of 9% and 6% respectively. On the other hand, Turkey recorded the highest salary increase at 31%, and countries like Czechia and Scotland saw notable rises of 16% and 12%.

Longer-term trends since 2005 indicate more acute declines, with Greece experiencing a 33% decrease in teacher salaries in real terms, and significant declines noted in Portugal, Italy, and England as well.

These trends underline the pressing need for countries to reassess teacher compensation and the overall attractiveness of the teaching profession. Highlighting this issue, Jack Worth, School Workforce Lead at NFER, calls for radical and cost-effective policy actions to address teacher supply challenges, crucial for maintaining the quality of education.
