In 2023, overseas purchases of paper and paperboard (creped, crinkled, embossed or perforated) decreased by -36.6% to 6K tons for the first time since 2019, thus ending a three-year rising trend. Overall, imports, however, posted measured growth. The pace of growth appeared the most rapid in 2017 when imports increased by 46%. Imports peaked at 9.4K tons in 2022, and then contracted notably in the following year.

In value terms, paper and paperboard imports dropped rapidly to $19M (IndexBox estimates) in 2023. In general, imports, however, recorded a relatively flat trend pattern. The most prominent rate of growth was recorded in 2017 when imports increased by 35%. Imports by Country

In 2023, Germany (1.5K tons) constituted the largest supplier of paper and paperboard to Turkey, with a 25% share of total imports. Moreover, paper and paperboard imports from Germany exceeded the figures recorded by the second-largest supplier, Italy (522 tons), threefold. China (491 tons) ranked third in terms of total imports with an 8.2% share.

From 2013 to 2023, the average annual growth rate of volume from Germany stood at +16.0%. The remaining supplying countries recorded the following average annual rates of imports growth: Italy (-8.8% per year) and China (+11.0% per year).

In value terms, Germany ($4M), Italy ($2.2M) and China ($1.4M) appeared to be the largest paper and paperboard suppliers to Turkey, with a combined 40% share of total imports. Sweden, the United States, France, India, the UK and Switzerland lagged somewhat behind, together accounting for a further 8.7%.

Among the main suppliers, India, with a CAGR of +29.6%, recorded the highest rates of growth with regard to the value of imports, over the period under review, while purchases for the other leaders experienced more modest paces of growth.

Import Prices by Country

In 2023, the paper and paperboard price amounted to $3,141 per ton (CIF, Turkey), rising by 10% against the previous year. Over the period under review, the import price, however, saw a mild setback. The pace of growth appeared the most rapid in 2016 when the average import price increased by 50% against the previous year. Over the period under review, average import prices reached the maximum at $3,640 per ton in 2013; however, from 2014 to 2023, import prices failed to regain momentum.

There were significant differences in the average prices amongst the major supplying countries. In 2023, amid the top importers, the country with the highest price was the United States ($5,909 per ton), while the price for Canada ($517 per ton) was amongst the lowest.

From 2013 to 2023, the most notable rate of growth in terms of prices was attained by the United States (+11.0%), while the prices for the other major suppliers experienced more modest paces of growth.
