UK Government Lifts Safeguard Measures on Cold-Rolled Steel Imports

The UK's Secretary of State for Business and Trade has accepted the Trade Remedies Authority's (TRA) final recommendation to lift safeguard measures on imports of cold-rolled flat products, officially removing them from quota restrictions. Read more. The TRA initiated its review of these safeguard measures in November 2024, following a request from Tata Steel UK.

Tata Steel UK, the sole domestic producer of this steel category, argued that changing long-term circumstances since the safeguards' introduction made them obsolete, and their removal would not detrimentally impact the UK market. The investigation period extended from January 1 to October 21, 2024, focusing on products under specific classification codes, including 72099020 and 72112320, among others.

The TRA's review process allowed stakeholders to comment on the recommendation, which garnered support due to concerns that continued safeguards might elevate costs for downstream consumers. Despite lifting these specific measures, anti-dumping duties on cold-rolled steel products from Russia and China persist.

Cold-rolled flat products are vital for manufacturing components in the automotive sector and household appliances. In mid-2024, UK traders advocated for the exclusion of cold-rolled coils from safeguard measures, aligning with Tata Steel's decision to cease domestic sales of these products, focusing instead on internal use for galvanizing processes as part of their decarbonization strategy.
