UK Inheritance Tax Receipts Reach Record Levels Amid Policy Shifts

The United Kingdom is witnessing a significant rise in inheritance tax (IHT) receipts, hitting £6.3 billion (€7.5 billion) over the nine months leading up to December, as reported by the UK tax authority and detailed by Euronews. This increase is a substantial £600 million (€710 million) from the same period last year, reflecting the growing impact of policy changes on estate taxation. Source.

Data from the IndexBox platform underscores the trend, showing that more estates are now liable to pay IHT due to the government's decision to freeze tax bands. The stagnant £325,000 threshold has remained unchanged, with IHT levied at 40% above this band, and plans to maintain this until 2030 mean an increasing number of families will face IHT as inflation boosts asset values.

Commenting on the trend, Carl Green, financial planning director at Evelyn Partners, suggests that the steadily increasing flow of receipts for the Treasury is the result of more estates and assets being subject to the frozen exemptions. David Sturrock of the Institute for Fiscal Studies highlighted how policy changes, such as the inclusion of pension pots in taxable estates from April 2027, are expected to further escalate tax receipts.

Annual house price inflation and the robust performance of investment portfolios are also contributing to the rise in wealth liable for IHT. However, the proposed rule to subject unused pension pots to IHT, affecting estates significantly, has sparked concerns about the additional burdens on grieving families, as noted by Quilter CEO Steven Levin.

Further tax structure changes involve a new 20% IHT on agricultural properties valued over £1 million (€1.2 million) and AIM-listed shares, which previously enjoyed exemptions. These adjustments, announced by Finance Minister Rachel Reeves, met with public disapproval, suggesting a challenging landscape ahead for investors and estate planners.
