U.S. Cosmetics Imports
For the eighth year in a row, the United States recorded growth in overseas purchases of cosmetics, which increased by 15% to 357K tons in 2023. In general, imports continue to indicate strong growth. The most prominent rate of growth was recorded in 2021 with an increase of 36%. Over the period under review, imports attained the maximum in 2023 and are expected to retain growth in years to come.
In value terms, cosmetics imports rose markedly to $6.6B (IndexBox estimates) in 2023. Over the period under review, total imports indicated resilient growth from 2013 to 2023: its value increased at an average annual rate of +7.0% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2023 figures, imports increased by +50.6% against 2020 indices. The growth pace was the most rapid in 2021 when imports increased by 23%. Over the period under review, imports hit record highs in 2023 and are likely to see gradual growth in years to come.

Imports by Country
China (77K tons), Canada (58K tons) and South Korea (44K tons) were the main suppliers of cosmetics imports to the United States, with a combined 50% share of total imports.
From 2013 to 2023, the biggest increases were recorded for South Korea (with a CAGR of +27.9%), while purchases for the other leaders experienced more modest paces of growth.
In value terms, the largest cosmetics suppliers to the United States were France ($1.1B), South Korea ($1.1B) and Canada ($1B), together accounting for 50% of total imports.
South Korea, with a CAGR of +29.1%, recorded the highest growth rate of the value of imports, in terms of the main suppliers over the period under review, while purchases for the other leaders experienced more modest paces of growth.
Imports by Type
In 2023, beauty, make-up and skin care preparations (279K tons) constituted the largest type of cosmetics supplied to the United States, accounting for a 78% share of total imports. Moreover, beauty, make-up and skin care preparations exceeded the figures recorded for the second-largest type, eye make-up preparations (23K tons), more than tenfold. Manicure or pedicure preparations (21K tons) ranked third in terms of total imports with a 5.9% share.
From 2013 to 2023, the average annual rate of growth in terms of the volume of beauty, make-up and skin care preparations imports amounted to +9.8%. With regard to the other supplied products, the following average annual rates of growth were recorded: eye make-up preparations (+6.5% per year) and manicure or pedicure preparations (+8.6% per year).
In value terms, beauty, make-up and skin care preparations ($4.5B) constituted the largest type of cosmetics supplied to the United States, comprising 69% of total imports. The second position in the ranking was taken by eye make-up preparations ($868M), with a 13% share of total imports. It was followed by lip make-up preparations, with a 12% share.
Import Prices by Country
In 2023, the cosmetics price stood at $18,375 per ton (CIF, US), declining by -6.6% against the previous year. In general, the import price recorded a perceptible contraction. The most prominent rate of growth was recorded in 2015 an increase of 15% against the previous year. Over the period under review, average import prices hit record highs at $30,376 per ton in 2018; however, from 2019 to 2023, import prices failed to regain momentum.
There were significant differences in the average prices amongst the major supplying countries. In 2023, amid the top importers, the country with the highest price was Italy ($44,896 per ton), while the price for Ireland ($3,933 per ton) was amongst the lowest.
From 2013 to 2023, the most notable rate of growth in terms of prices was attained by France (+6.9%), while the prices for the other major suppliers experienced more modest paces of growth.
