Cigarettes Containing Tobacco Market Size in Central Asia
In 2022, the Central Asian cigarettes containing tobacco market decreased by -1.2% to $X for the first time since 2016, thus ending a five-year rising trend. The total consumption indicated pronounced growth from 2012 to 2022: its value increased at an average annual rate of +2.1% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. The level of consumption peaked at $X in 2021, and then declined in the following year.

In value terms, cigarettes containing tobacco production stood at $X in 2022 estimated in export price. Over the period under review, production continues to indicate a relatively flat trend pattern. The pace of growth was the most pronounced in 2016 when the production volume increased by 39% against the previous year. Over the period under review, production hit record highs at $X in 2020; however, from 2021 to 2022, production stood at a somewhat lower figure.

Exports in Central Asia
For the third consecutive year, Central Asia recorded decline in overseas shipments of cigarettes containing tobacco, which decreased by -17.5% to X tons in 2022. Overall, exports saw a pronounced shrinkage. The pace of growth was the most pronounced in 2016 when exports increased by 16%. As a result, the exports reached the peak of X tons. From 2017 to 2022, the growth of the exports remained at a lower figure.
In value terms, cigarettes containing tobacco exports stood at $X in 2022. Over the period under review, exports continue to indicate a relatively flat trend pattern. The most prominent rate of growth was recorded in 2015 with an increase of 22%. As a result, the exports reached the peak of $X. From 2016 to 2022, the growth of the exports failed to regain momentum.
Exports by Country
Kazakhstan represented the largest exporting country with an export of about X tons, which accounted for 64% of total exports. It was distantly followed by Uzbekistan (X tons), constituting a 31% share of total exports. The following exporters - Kyrgyzstan (X tons) and Tajikistan (X tons) - each reached a 4.1% share of total exports.
Exports from Kazakhstan decreased at an average annual rate of -7.9% from 2012 to 2022. At the same time, Uzbekistan (+957.4%), Tajikistan (+51.4%) and Kyrgyzstan (+7.0%) displayed positive paces of growth. Moreover, Uzbekistan emerged as the fastest-growing exporter exported in Central Asia, with a CAGR of +957.4% from 2012-2022. While the share of Uzbekistan (+31 p.p.), Tajikistan (+1.7 p.p.) and Kyrgyzstan (+1.6 p.p.) increased significantly in terms of the total exports from 2012-2022, the share of Kazakhstan (-35.3 p.p.) displayed negative dynamics.
In value terms, the largest cigarettes containing tobacco supplying countries in Central Asia were Kazakhstan ($X), Uzbekistan ($X) and Tajikistan ($X), with a combined 97% share of total exports.
Uzbekistan, with a CAGR of +984.3%, recorded the highest rates of growth with regard to the value of exports, in terms of the main exporting countries over the period under review, while shipments for the other leaders experienced more modest paces of growth.
Export Prices by Country
In 2022, the export price in Central Asia amounted to $X per ton, with an increase of 33% against the previous year. Over the last decade, it increased at an average annual rate of +3.6%. As a result, the export price reached the peak level and is likely to continue growth in the immediate term.
There were significant differences in the average prices amongst the major exporting countries. In 2022, amid the top suppliers, the country with the highest price was Uzbekistan ($X per ton), while Kyrgyzstan ($X per ton) was amongst the lowest.
From 2012 to 2022, the most notable rate of growth in terms of prices was attained by Kyrgyzstan (+4.8%), while the other leaders experienced more modest paces of growth.

Imports in Central Asia
Cigarettes containing tobacco imports dropped to X tons in 2022, with a decrease of -10.9% compared with 2021. Over the period under review, imports showed a slight descent. The pace of growth was the most pronounced in 2015 when imports increased by 56%. The volume of import peaked at X tons in 2017; however, from 2018 to 2022, imports remained at a lower figure.
In value terms, cigarettes containing tobacco imports contracted to $X in 2022. In general, imports continue to indicate a slight decline. The pace of growth was the most pronounced in 2015 with an increase of 31%. The level of import peaked at $X in 2019; however, from 2020 to 2022, imports failed to regain momentum.
Imports by Country
In 2022, Kazakhstan (X tons) was the largest importer of cigarettes containing tobacco, constituting 49% of total imports. Mongolia (X tons) took the second position in the ranking, followed by Kyrgyzstan (X tons) and Turkmenistan (X tons). All these countries together took approx. 48% share of total imports. Tajikistan (X tons) held a minor share of total imports.
From 2012 to 2022, average annual rates of growth with regard to cigarettes containing tobacco imports into Kazakhstan stood at -2.3%. At the same time, Mongolia (+4.0%) and Tajikistan (+1.9%) displayed positive paces of growth. Moreover, Mongolia emerged as the fastest-growing importer imported in Central Asia, with a CAGR of +4.0% from 2012-2022. By contrast, Kyrgyzstan (-3.8%) and Turkmenistan (-6.6%) illustrated a downward trend over the same period. While the share of Mongolia (+9.4 p.p.) increased significantly in terms of the total imports from 2012-2022, the share of Kazakhstan (-1.9 p.p.), Turkmenistan (-4 p.p.) and Kyrgyzstan (-4.6 p.p.) displayed negative dynamics. The shares of the other countries remained relatively stable throughout the analyzed period.
In value terms, Kazakhstan ($X), Mongolia ($X) and Kyrgyzstan ($X) were the countries with the highest levels of imports in 2022, with a combined 88% share of total imports. Turkmenistan and Tajikistan lagged somewhat behind, together accounting for a further 12%.
In terms of the main importing countries, Tajikistan, with a CAGR of +4.5%, recorded the highest growth rate of the value of imports, over the period under review, while purchases for the other leaders experienced mixed trends in the imports figures.
Import Prices by Country
The import price in Central Asia stood at $X per ton in 2022, picking up by 3.5% against the previous year. Over the period under review, the import price recorded a relatively flat trend pattern. The pace of growth appeared the most rapid in 2018 when the import price increased by 18%. Over the period under review, import prices hit record highs at $X per ton in 2014; however, from 2015 to 2022, import prices stood at a somewhat lower figure.
Prices varied noticeably by country of destination: amid the top importers, the country with the highest price was Tajikistan ($X per ton), while Kazakhstan ($X per ton) was amongst the lowest.
From 2012 to 2022, the most notable rate of growth in terms of prices was attained by Turkmenistan (+4.3%), while the other leaders experienced more modest paces of growth.
