Lignite Market Size in CIS

After four years of decline, the CIS lignite market increased by 3.5% to $X in 2022. Over the period under review, consumption, however, continues to indicate a abrupt setback. The most prominent rate of growth was recorded in 2016 when the market value increased by 7.6% against the previous year. The level of consumption peaked at $X in 2012; however, from 2013 to 2022, consumption failed to regain momentum.

In value terms, lignite production fell slightly to $X in 2022 estimated in export price. In general, production, however, showed a perceptible downturn. In 2022, overseas shipments of lignites increased by 2.9% to X tons, rising for the sixth consecutive year after two years of decline. In general, exports recorded a significant expansion. The pace of growth was the most pronounced in 2019 when exports increased by 150% against the previous year. The volume of export peaked in 2022 and is likely to continue growth in the near future.

In value terms, lignite exports shrank dramatically to $X in 2022. Overall, exports enjoyed significant growth. The pace of growth appeared the most rapid in 2019 with an increase of 140%. Over the period under review, the exports attained the maximum at $X in 2021, and then shrank notably in the following year.

Exports by Country

Russia prevails in exports structure, recording X tons, which was approx. 92% of total exports in 2022. It was distantly followed by Kyrgyzstan (X tons), committing a 5.7% share of total exports. Kazakhstan (X tons) held a minor share of total exports.

Russia was also the fastest-growing in terms of the lignites exports, with a CAGR of +57.7% from 2012 to 2022. At the same time, Kyrgyzstan (+49.2%) displayed positive paces of growth. By contrast, Kazakhstan (-8.7%) illustrated a downward trend over the same period. From 2012 to 2022, the share of Russia and Kyrgyzstan increased by +79 and +4.2 percentage points, respectively.

In value terms, Russia ($X) remains the largest lignite supplier in the CIS, comprising 93% of total exports. The second position in the ranking was held by Kazakhstan ($X), with a 3.9% share of total exports.

In Russia, lignite exports increased at an average annual rate of +46.9% over the period from 2012-2022. In the other countries, the average annual rates were as follows: Kazakhstan (-7.1% per year) and Kyrgyzstan (+37.7% per year).

The export price in the CIS stood at $X per ton in 2022, with a decrease of -24.6% against the previous year. Over the period under review, the export price saw a noticeable slump. The most prominent rate of growth was recorded in 2020 an increase of 11%. Over the period under review, the export prices reached the maximum at $X per ton in 2014; however, from 2015 to 2022, the export prices stood at a somewhat lower figure.

Prices varied noticeably by country of origin: amid the top suppliers, the country with the highest price was Kazakhstan ($X per ton), while Kyrgyzstan ($X per ton) was amongst the lowest.

The pace of growth appeared the most rapid in 2017 when imports increased by 1,373% against the previous year. The volume of import peaked at X tons in 2020; however, from 2021 to 2022, imports remained at a lower figure.

Uzbekistan dominates imports structure, amounting to X tons, which was near 95% of total imports in 2022. It was distantly followed by Russia (X tons), generating a 4.9% share of total imports.

Uzbekistan was also the fastest-growing in terms of the lignites imports, with a CAGR of +22.6% from 2012 to 2022. At the same time, Russia (+1.8%) displayed positive paces of growth. While the share of Uzbekistan (+95 p.p.) increased significantly in terms of the total imports from 2012-2022, the share of Russia (-64.4 p.p.) displayed negative dynamics.

In value terms, Uzbekistan ($X) constitutes the largest market for imported lignites in the CIS, comprising 74% of total imports. The second position in the ranking was held by Russia ($X), with a 25% share of total imports.

In Uzbekistan, lignite imports expanded at an average annual rate of +23.1% over the period from 2012-2022.

Import Prices by Country

The import price in the CIS stood at $X per ton in 2022, dropping by -3.4% against the previous year. Overall, the import price continues to indicate a drastic downturn. The pace of growth was the most pronounced in 2013 when the import price increased by 49% against the previous year. Over the period under review, import prices hit record highs at $X per ton in 2014; however, from 2015 to 2022, import prices failed to regain momentum.
