In 2022, after five years of growth, there was significant decline in the CIS motor grader market, when its value decreased by -6.7% to $X. Overall, consumption continues to indicate a mild downturn. Over the period under review, the market reached the maximum level at $X in 2013; however, from 2014 to 2022, consumption stood at a somewhat lower figure.

In 2022, Kazakhstan (X units) and Belarus (X units) represented the main exporters of motor graders and levellers in the CIS, together accounting for near 68% of total exports. Azerbaijan (X units) ranks next in terms of the total exports with a 6.5% share, followed by Armenia (6.5%), Moldova (6.5%) and Tajikistan (6.5%). Kyrgyzstan (X units) took a minor share of total exports.

In terms of the main exporting countries, Kazakhstan, with a CAGR of +8.3%, saw the highest growth rate of the value of exports, over the period under review, while shipments for the other leaders experienced mixed trends in the exports figures.

The export price in the CIS stood at $X per unit in 2022, approximately equating the previous year. In general, the export price showed a perceptible contraction. The most prominent rate of growth was recorded in 2021 an increase of 20%. Over the period under review, the export prices reached the peak figure at $X per unit in 2012; however, from 2013 to 2022, the export prices failed to regain momentum.

Prices varied noticeably by country of origin: amid the top suppliers, the country with the highest price was Kyrgyzstan ($X per unit), while Armenia ($X per unit) was amongst the lowest.

Motor grader imports declined rapidly to X units in 2022, with a decrease of -20.2% compared with the year before. In general, imports saw a relatively flat trend pattern. The pace of growth appeared the most rapid in 2021 when imports increased by 77% against the previous year. As a result, imports reached the peak of X units, and then declined notably in the following year.

In value terms, motor grader imports contracted markedly to $X in 2022. Over the period under review, imports saw a slight reduction. The most prominent rate of growth was recorded in 2021 with an increase of 86%. Over the period under review, imports reached the peak figure at $X in 2013; however, from 2014 to 2022, imports failed to regain momentum.

Russia represented the major importing country with an import of around X units, which resulted at 56% of total imports. Uzbekistan (X units) ranks second in terms of the total imports with a 14% share, followed by Kazakhstan (12%) and Azerbaijan (8.6%). The following importers - Kyrgyzstan (X units) and Belarus (X units) - together made up 6% of total imports.

Russia experienced a relatively flat trend pattern with regard to volume of imports of motor graders and levellers. At the same time, Uzbekistan (+15.5%), Kyrgyzstan (+8.3%) and Azerbaijan (+2.3%) displayed positive paces of growth. Moreover, Uzbekistan emerged as the fastest-growing importer imported in the CIS, with a CAGR of +15.5% from 2012-2022. Belarus experienced a relatively flat trend pattern. By contrast, Kazakhstan (-7.7%) illustrated a downward trend over the same period. Uzbekistan (+14 p.p.), Kyrgyzstan (+2.2 p.p.) and Azerbaijan (+2 p.p.) significantly strengthened its position in terms of the total imports, while Russia and Kazakhstan saw its share reduced by -3.2% and -13.9% from 2012 to 2022, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.

In value terms, Russia ($X) constitutes the largest market for imported motor graders and levellers in the CIS, comprising 62% of total imports. The second position in the ranking was held by Kazakhstan ($X), with a 15% share of total imports. It was followed by Uzbekistan, with a 9.8% share.

From 2012 to 2022, the average annual rate of growth in terms of value in Russia amounted to -3.0%. In the other countries, the average annual rates were as follows: Kazakhstan (-3.6% per year) and Uzbekistan (+14.2% per year).

Import Prices by Country

The import price in the CIS stood at $X per unit in 2022, surging by 3.2% against the previous year. Over the period under review, the import price, however, continues to indicate a mild setback. The most prominent rate of growth was recorded in 2016 when the import price increased by 19% against the previous year. The level of import peaked at $X per unit in 2012; however, from 2013 to 2022, import prices remained at a lower figure.

There were significant differences in the average prices amongst the major importing countries. In 2022, amid the top importers, the country with the highest price was Kazakhstan ($X per unit), while Belarus ($X per unit) was amongst the lowest.
