Packaging Materials Market Size in CIS

The CIS packaging materials market contracted modestly to $X in 2022, shrinking by -1.8% against the previous year. In general, consumption, however, saw a mild decline. The pace of growth appeared the most rapid in 2018 with an increase of 7.9%. As a result, consumption attained the peak level of $X. From 2019 to 2022, the growth of the market failed to regain momentum.

In value terms, packaging materials production shrank to $X in 2022 estimated in export price. Over the period under review, production, however, saw a relatively flat trend pattern. The most prominent rate of growth was recorded in 2021 when the production volume increased by 13% against the previous year. Over the period under review, production hit record highs at $X in 2018; however, from 2019 to 2022, production failed to regain momentum.

In 2022, after five years of growth, there was decline in overseas shipments of packaging materials, when their volume decreased by -2.4% to X tons. Over the period under review, exports, however, recorded a buoyant increase. The most prominent rate of growth was recorded in 2020 with an increase of 34%. The volume of export peaked at X tons in 2021, and then dropped slightly in the following year.

In value terms, packaging materials exports dropped to $X in 2022. In general, exports, however, continue to indicate a remarkable increase. The growth pace was the most rapid in 2021 when exports increased by 53% against the previous year. As a result, the exports reached the peak of $X, and then shrank in the following year.

Exports by Country

Russia prevails in exports structure, resulting at X tons, which was approx. 89% of total exports in 2022. It was distantly followed by Belarus (X tons), achieving a 9.4% share of total exports.

Russia was also the fastest-growing in terms of the packaging materials exports, with a CAGR of +10.7% from 2012 to 2022. At the same time, Belarus (+5.6%) displayed positive paces of growth. Russia (+3.9 p.p.) significantly strengthened its position in terms of the total exports, while Belarus saw its share reduced by -4.9% from 2012 to 2022, respectively.

In value terms, Russia ($X) remains the largest packaging materials supplier in the CIS, comprising 88% of total exports. The second position in the ranking was taken by Belarus ($X), with a 9.4% share of total exports.

From 2012 to 2022, the average annual growth rate of value in Russia totaled +8.0%.

Export Prices by Country

In 2022, the export price in the CIS amounted to $X per ton, falling by -9.1% against the previous year. Overall, the export price showed a slight decline. The pace of growth was the most pronounced in 2021 an increase of 31%. Over the period under review, the export prices hit record highs at $X per ton in 2013; however, from 2014 to 2022, the export prices failed to regain momentum.

Average prices varied noticeably amongst the major exporting countries. In 2022, amid the top suppliers, the country with the highest price was Belarus ($X per ton), while Russia stood at $X per ton.

From 2012 to 2022, the most notable rate of growth in terms of prices was attained by Belarus (+3.1%).

Imports in CIS

In 2022, imports of packaging materials in the CIS stood at X tons, almost unchanged from 2021 figures. The total import volume increased at an average annual rate of +2.1% over the period from 2012 to 2022; the trend pattern remained consistent, with somewhat noticeable fluctuations being observed throughout the analyzed period. The growth pace was the most rapid in 2017 with an increase of 11%. The volume of import peaked in 2022 and is expected to retain growth in the near future.

In value terms, packaging materials imports totaled $X in 2022. The total import value increased at an average annual rate of +1.2% over the period from 2012 to 2022; the trend pattern indicated some noticeable fluctuations being recorded in certain years. The pace of growth appeared the most rapid in 2021 with an increase of 20% against the previous year. Over the period under review, imports attained the maximum in 2022 and are likely to continue growth in the immediate term.

Imports by Country

In 2022, Russia (X tons) represented the largest importer of packaging materials, constituting 61% of total imports. Belarus (X tons) held a 14% share (based on physical terms) of total imports, which put it in second place, followed by Uzbekistan (8.3%) and Kazakhstan (7.7%). Azerbaijan (X tons), Armenia (X tons) and Moldova (X tons) followed a long way behind the leaders.

Russia experienced a relatively flat trend pattern with regard to volume of imports of packaging materials. At the same time, Uzbekistan (+87.0%), Armenia (+9.6%), Moldova (+4.9%), Belarus (+4.3%) and Kazakhstan (+3.4%) displayed positive paces of growth. Moreover, Uzbekistan emerged as the fastest-growing importer imported in the CIS, with a CAGR of +87.0% from 2012-2022. By contrast, Azerbaijan (-1.4%) illustrated a downward trend over the same period. From 2012 to 2022, the share of Uzbekistan and Belarus increased by +8.2 and +2.7 percentage points, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.

In value terms, Russia ($X) constitutes the largest market for imported packaging materials in the CIS, comprising 58% of total imports. The second position in the ranking was held by Belarus ($X), with a 16% share of total imports. It was followed by Kazakhstan, with an 8.8% share.

In Russia, packaging materials imports decreased by an average annual rate of -1.7% over the period from 2012-2022. In the other countries, the average annual rates were as follows: Belarus (+7.2% per year) and Kazakhstan (+2.6% per year).

Import Prices by Country

In 2022, the import price in the CIS amounted to $X per ton, surging by 5.4% against the previous year. In general, the import price, however, recorded a relatively flat trend pattern. The most prominent rate of growth was recorded in 2021 when the import price increased by 14% against the previous year. The level of import peaked at $X per ton in 2013; however, from 2014 to 2022, import prices remained at a lower figure.

Average prices varied somewhat amongst the major importing countries. In 2022, major importing countries recorded the following prices: in Belarus ($X per ton) and Kazakhstan ($X per ton), while Moldova ($X per ton) and Russia ($X per ton) were amongst the lowest.
