Recovered Paper Market Size in CIS

The CIS recovered paper market fell to $X in 2022, declining by -1.9% against the previous year. The total consumption indicated a strong increase from 2012 to 2022: its value increased at an average annual rate of +5.6% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, consumption increased by +60.9% against 2015 indices. Over the period under review, the market hit record highs at $X in 2021, and then contracted slightly in the following year.

Recovered Paper Production in CIS

In value terms, recovered paper production dropped modestly to $X in 2022 estimated in export price. The total production indicated a noticeable increase from 2012 to 2022: its value increased at an average annual rate of +3.3% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, production increased by +3.1% against 2020 indices. The most prominent rate of growth was recorded in 2018 when the production volume increased by 15%. Over the period under review, production hit record highs at $X in 2019; however, from 2020 to 2022, production failed to regain momentum.

In 2022, shipments abroad of recovered paper was finally on the rise to reach X tons for the first time since 2018, thus ending a three-year declining trend. In general, exports, however, faced a abrupt descent. The growth pace was the most rapid in 2017 with an increase of 33% against the previous year. The volume of export peaked at X tons in 2012; however, from 2013 to 2022, the exports stood at a somewhat lower figure.

In value terms, recovered paper exports declined to $X in 2022. Over the period under review, exports, however, showed a deep slump. The pace of growth was the most pronounced in 2017 when exports increased by 43%. Over the period under review, the exports attained the peak figure at $X in 2012; however, from 2013 to 2022, the exports stood at a somewhat lower figure.

Exports by Country

Russia was the major exporting country with an export of about X tons, which recorded 64% of total exports. Belarus (X tons) held the second position in the ranking, followed by Moldova (X tons) and Kazakhstan (X tons). All these countries together took near 35% share of total exports.

From 2012 to 2022, average annual rates of growth with regard to recovered paper exports from Russia stood at -14.2%. At the same time, Kazakhstan (+37.3%), Moldova (+8.3%) and Belarus (+1.6%) displayed positive paces of growth. Moreover, Kazakhstan emerged as the fastest-growing exporter exported in the CIS, with a CAGR of +37.3% from 2012-2022. Belarus (+13 p.p.), Moldova (+9.6 p.p.) and Kazakhstan (+6.7 p.p.) significantly strengthened its position in terms of the total exports, while Russia saw its share reduced by -29.5% from 2012 to 2022, respectively.

In value terms, Russia ($X) remains the largest recovered paper supplier in the CIS, comprising 62% of total exports. The second position in the ranking was held by Belarus ($X), with a 20% share of total exports. It was followed by Moldova, with an 11% share.

From 2012 to 2022, the average annual rate of growth in terms of value in Russia stood at -13.1%. The remaining exporting countries recorded the following average annual rates of exports growth: Belarus (+6.9% per year) and Moldova (+11.6% per year).

Export Prices by Country

In 2022, the export price in the CIS amounted to $X per ton, dropping by -6.6% against the previous year. Over the period from 2012 to 2022, it increased at an average annual rate of +1.6%. The most prominent rate of growth was recorded in 2021 when the export price increased by 38% against the previous year. As a result, the export price reached the peak level of $X per ton, and then shrank in the following year.

Average prices varied somewhat amongst the major exporting countries. In 2022, major exporting countries recorded the following prices: in Belarus ($X per ton) and Russia ($X per ton), while Kazakhstan ($X per ton) and Moldova ($X per ton) were amongst the lowest.

From 2012 to 2022, the most notable rate of growth in terms of prices was attained by Kazakhstan (+7.8%), while the other leaders experienced more modest paces of growth.

Imports in CIS

For the third consecutive year, the CIS recorded growth in purchases abroad of recovered paper, which increased by 9.5% to X tons in 2022. Overall, imports showed resilient growth. The most prominent rate of growth was recorded in 2017 with an increase of 53% against the previous year. Over the period under review, imports attained the peak figure in 2022 and are likely to see gradual growth in the near future.

Imports by Country

In 2022, Russia (X tons), distantly followed by Belarus (X tons), Uzbekistan (X tons) and Kazakhstan (X tons) were the main importers of recovered paper, together creating 96% of total imports. The following importers - Tajikistan (X tons) and Kyrgyzstan (X tons) - each resulted at a 3.1% share of total imports.

From 2012 to 2022, the most notable rate of growth in terms of purchases, amongst the leading importing countries, was attained by Kyrgyzstan (with a CAGR of +77.9%), while imports for the other leaders experienced more modest paces of growth.

In value terms, Russia ($X), Belarus ($X) and Uzbekistan ($X) appeared to be the countries with the highest levels of imports in 2022, with a combined 89% share of total imports. Kazakhstan, Kyrgyzstan and Tajikistan lagged somewhat behind, together comprising a further 11%.

Kyrgyzstan, with a CAGR of +75.6%, saw the highest growth rate of the value of imports, in terms of the main importing countries over the period under review, while purchases for the other leaders experienced more modest paces of growth.

Import Prices by Country

The import price in the CIS stood at $X per ton in 2022, which is down by -2% against the previous year. Over the last decade, it increased at an average annual rate of +4.7%. The growth pace was the most rapid in 2021 an increase of 47% against the previous year. As a result, import price attained the peak level of $X per ton, and then shrank modestly in the following year.

There were significant differences in the average prices amongst the major importing countries. In 2022, amid the top importers, the country with the highest price was Kazakhstan ($X per ton), while Tajikistan ($X per ton) was amongst the lowest.
