Unmanufactured Tobacco Market Size in CIS

The CIS unmanufactured tobacco market shrank slightly to $X in 2022, approximately reflecting the previous year. Over the period under review, consumption, however, showed a abrupt setback. The level of consumption peaked at $X in 2012; however, from 2013 to 2022, consumption failed to regain momentum.

In value terms, unmanufactured tobacco production declined modestly to $X in 2022 estimated in export price. Overall, production, however, saw a deep slump. The pace of growth appeared the most rapid in 2013 when the production volume increased by 26%. As a result, production attained the peak level of $X. From 2014 to 2022, production growth failed to regain momentum.

The countries with the highest volumes of production in 2022 were Azerbaijan (X tons), Uzbekistan (X tons) and Kazakhstan (X tons), together comprising 84% of total production.

From 2012 to 2022, the biggest increases were recorded for Azerbaijan (with a CAGR of +4.6%), while production for the other leaders experienced a decline in the production figures.

The average unmanufactured tobacco yield reduced to X tons per ha in 2022, falling by -2.3% against 2021 figures. The yield figure increased at an average annual rate of +3.0% over the period from 2012 to 2022; however, the trend pattern indicated some noticeable fluctuations being recorded in certain years. The most prominent rate of growth was recorded in 2018 with an increase of 27% against the previous year. The level of yield peaked at X tons per ha in 2019; however, from 2020 to 2022, the yield remained at a lower figure. Despite the increased use of modern agricultural techniques and methods, future yield figures may still be impacted by adverse weather conditions.

The unmanufactured tobacco harvested area expanded modestly to X ha in 2022, surging by 3.5% against the previous year's figure. In general, the harvested area, however, recorded a deep downturn. The most prominent rate of growth was recorded in 2017 when the harvested area increased by 8.7%. Over the period under review, the harvested area dedicated to unmanufactured tobacco production reached the maximum at X ha in 2012; however, from 2013 to 2022, the harvested area remained at a lower figure.

Exports in CIS

In 2022, approx. X tons of tobacco (unmanufactured) were exported in the CIS; picking up by 70% on 2021. Total exports indicated strong growth from 2012 to 2022: its volume increased at an average annual rate of +5.5% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, exports increased by +83.5% against 2020 indices. As a result, the exports attained the peak and are likely to continue growth in the immediate term.

In value terms, unmanufactured tobacco exports surged to $X in 2022. Total exports indicated measured growth from 2012 to 2022: its value increased at an average annual rate of +3.8% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, exports increased by +64.1% against 2020 indices. As a result, the exports attained the peak and are likely to continue growth in the immediate term.

Exports by Country

Azerbaijan (X tons) and Russia (X tons) represented roughly 50% of total exports in 2022. Uzbekistan (X tons) ranks next in terms of the total exports with a 15% share, followed by Kazakhstan (14%) and Armenia (14%). Kyrgyzstan (X tons) and Belarus (X tons) followed a long way behind the leaders.

From 2012 to 2022, the biggest increases were recorded for Armenia (with a CAGR of +161.0%), while shipments for the other leaders experienced more modest paces of growth.

In value terms, the largest unmanufactured tobacco supplying countries in the CIS were Russia ($X), Azerbaijan ($X) and Uzbekistan ($X), with a combined 85% share of total exports. Kazakhstan, Armenia, Kyrgyzstan and Belarus lagged somewhat behind, together accounting for a further 15%.

Armenia, with a CAGR of +146.0%, recorded the highest growth rate of the value of exports, among the main exporting countries over the period under review, while shipments for the other leaders experienced more modest paces of growth.

Export Prices by Country

The export price in the CIS stood at $X per ton in 2022, reducing by -6.2% against the previous year. Over the period under review, the export price showed a slight downturn. The most prominent rate of growth was recorded in 2013 an increase of 20% against the previous year. Over the period under review, the export prices reached the maximum at $X per ton in 2015; however, from 2016 to 2022, the export prices failed to regain momentum.

Prices varied noticeably by country of origin: amid the top suppliers, the country with the highest price was Russia ($X per ton), while Belarus ($X per ton) was amongst the lowest.

From 2012 to 2022, the most notable rate of growth in terms of prices was attained by Uzbekistan (+4.0%), while the other leaders experienced mixed trends in the export price figures.

After two years of decline, purchases abroad of tobacco (unmanufactured) increased by 7% to X tons in 2022. Overall, imports, however, recorded a perceptible shrinkage. The pace of growth was the most pronounced in 2015 with an increase of 26%. The volume of import peaked at X tons in 2012; however, from 2013 to 2022, imports remained at a lower figure.

In value terms, unmanufactured tobacco imports rose to $X in 2022. In general, imports, however, saw a deep reduction. The pace of growth appeared the most rapid in 2015 with an increase of 43% against the previous year. The level of import peaked at $X in 2012; however, from 2013 to 2022, imports remained at a lower figure.

Imports by Country

Russia dominates imports structure, finishing at X tons, which was approx. 75% of total imports in 2022. Belarus (X tons) ranks second in terms of the total imports with a 9.9% share, followed by Kazakhstan (7.6%). Uzbekistan (X tons) and Armenia (X tons) followed a long way behind the leaders.

Imports into Russia decreased at an average annual rate of -5.2% from 2012 to 2022. At the same time, Uzbekistan (+15.0%), Kazakhstan (+3.3%) and Armenia (+2.6%) displayed positive paces of growth. Moreover, Uzbekistan emerged as the fastest-growing importer imported in the CIS, with a CAGR of +15.0% from 2012-2022. Belarus experienced a relatively flat trend pattern. From 2012 to 2022, the share of Kazakhstan, Belarus and Uzbekistan increased by +3.9, +3.7 and +3.6 percentage points, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.

In value terms, Russia ($X) constitutes the largest market for imported tobacco (unmanufactured) in the CIS, comprising 81% of total imports. The second position in the ranking was taken by Belarus ($X), with a 7.3% share of total imports. It was followed by Kazakhstan, with a 3.9% share.

In Russia, unmanufactured tobacco imports declined by an average annual rate of -6.1% over the period from 2012-2022. In the other countries, the average annual rates were as follows: Belarus (-4.0% per year) and Kazakhstan (-6.1% per year).

Import Prices by Country

In 2022, the import price in the CIS amounted to $X per ton, shrinking by -4.2% against the previous year. In general, the import price showed a slight curtailment.
