Cement Market Size in Eastern Europe
In 2022, the East European cement market increased by 4.7% to $X, rising for the sixth year in a row after three years of decline. Overall, consumption recorded a mild shrinkage. The most prominent rate of growth was recorded in 2017 with an increase of 7.5%. The level of consumption peaked at $X in 2013; however, from 2014 to 2022, consumption failed to regain momentum.
Cement Production in Eastern Europe
In value terms, cement production expanded rapidly to $X in 2022 estimated in export price. In general, production continues to indicate a noticeable curtailment. The pace of growth appeared the most rapid in 2017 when the production volume increased by 15%. Over the period under review, production attained the maximum level at $X in 2013; however, from 2014 to 2022, production remained at a lower figure.

In 2022, after two years of growth, there was decline in shipments abroad of cement, when their volume decreased by -0.6% to X tons. The total export volume increased at an average annual rate of +2.6% from 2012 to 2022; the trend pattern remained relatively stable, with somewhat noticeable fluctuations being recorded throughout the analyzed period. The growth pace was the most rapid in 2013 when exports increased by 14%. Over the period under review, the exports reached the peak figure at X tons in 2021, and then reduced slightly in the following year.
In value terms, cement exports amounted to $X in 2022. Total exports indicated slight growth from 2012 to 2022: its value increased at an average annual rate of +1.2% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, exports increased by +72.3% against 2016 indices. The pace of growth was the most pronounced in 2017 when exports increased by 20%. Over the period under review, the exports attained the peak figure in 2022 and are expected to retain growth in the near future.
Exports by Country
Belarus (X tons) and Slovakia (X tons) represented the largest exporters of cement in 2022, accounting for near 25% and 24% of total exports, respectively. It was distantly followed by Russia (X tons), Latvia (X tons), Ukraine (X tons) and the Czech Republic (X tons), together mixing up a 37% share of total exports. Lithuania (X tons) held a minor share of total exports.
From 2012 to 2022, the biggest increases were recorded for Ukraine (with a CAGR of +19.0%), while shipments for the other leaders experienced more modest paces of growth.
In value terms, the largest cement supplying countries in Eastern Europe were Slovakia ($X), Belarus ($X) and Russia ($X), together accounting for 55% of total exports. Latvia, Ukraine, the Czech Republic and Lithuania lagged somewhat behind, together comprising a further 27%.
Ukraine, with a CAGR of +14.4%, recorded the highest growth rate of the value of exports, among the main exporting countries over the period under review, while shipments for the other leaders experienced more modest paces of growth.
Export Prices by Country
The export price in Eastern Europe stood at $X per ton in 2022, surging by 9.1% against the previous year. Overall, the export price, however, continues to indicate a slight contraction. Over the period under review, the export prices hit record highs at $X per ton in 2012; however, from 2013 to 2022, the export prices remained at a lower figure.
There were significant differences in the average prices amongst the major exporting countries. In 2022, amid the top suppliers, the country with the highest price was the Czech Republic ($X per ton), while Belarus ($X per ton) was amongst the lowest.
From 2012 to 2022, the most notable rate of growth in terms of prices was attained by the Czech Republic (+2.5%), while the other leaders experienced mixed trends in the export price figures.
Cement Imports
Imports in Eastern Europe
After five years of growth, overseas purchases of cement decreased by -17.7% to X tons in 2022. In general, imports recorded a relatively flat trend pattern. The pace of growth appeared the most rapid in 2017 with an increase of 15%. The volume of import peaked at X tons in 2021, and then dropped rapidly in the following year.
In value terms, cement imports fell to $X in 2022. Overall, imports saw a mild shrinkage. The pace of growth appeared the most rapid in 2017 with an increase of 19% against the previous year. Over the period under review, imports reached the maximum at $X in 2013; however, from 2014 to 2022, imports stood at a somewhat lower figure.
Imports by Country
Hungary (X tons), Russia (X tons), Poland (X tons), Romania (X tons), the Czech Republic (X tons) and Bulgaria (X tons) represented roughly 85% of total imports in 2022. It was distantly followed by Belarus (X tons), generating a 4.6% share of total imports. Estonia (X tons) followed a long way behind the leaders.
From 2012 to 2022, the most notable rate of growth in terms of purchases, amongst the main importing countries, was attained by Estonia (with a CAGR of +20.0%), while imports for the other leaders experienced more modest paces of growth.
In value terms, the largest cement importing markets in Eastern Europe were Hungary ($X), Poland ($X) and Russia ($X), together comprising 53% of total imports. The Czech Republic, Romania, Bulgaria, Estonia and Belarus lagged somewhat behind, together comprising a further 36%.
Estonia, with a CAGR of +21.6%, recorded the highest growth rate of the value of imports, among the main importing countries over the period under review, while purchases for the other leaders experienced more modest paces of growth.
Import Prices by Country
The import price in Eastern Europe stood at $X per ton in 2022, rising by 12% against the previous year. Overall, the import price, however, saw a relatively flat trend pattern. Over the period under review, import prices attained the peak figure at $X per ton in 2012; however, from 2013 to 2022, import prices stood at a somewhat lower figure.
There were significant differences in the average prices amongst the major importing countries. In 2022, amid the top importers, the country with the highest price was Estonia ($X per ton), while Russia ($X per ton) was amongst the lowest.
