In 2021, the East European public works machinery market decreased by -0.8% to $X, falling for the third year in a row after three years of growth. Overall, consumption showed a relatively flat trend pattern. Over the period under review, the market reached the maximum level at $X in 2012; however, from 2013 to 2021, consumption stood at a somewhat lower figure.

The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, exports increased by +83.5% against 2015 indices. As a result, the exports attained the peak and are likely to continue growth in the immediate term.

In value terms, public works machinery exports shrank to $X in 2021. Total exports indicated a temperate increase from 2012 to 2021: its value increased at an average annual rate of +2.7% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, exports increased by +93.6% against 2016 indices. The pace of growth appeared the most rapid in 2017 when exports increased by 38%. The level of export peaked at $X in 2020, and then declined in the following year.

Russia (X units) and Belarus (X units) represented the main exporters of machinery for public works and building in 2021, reaching approx. 38% and 32% of total exports, respectively. It was distantly followed by Poland (X units) and the Czech Republic (X units), together generating an 18% share of total exports. The following exporters - Hungary (X units), Slovakia (X units) and Bulgaria (X units) - together made up 6.5% of total exports.

From 2012 to 2021, the most notable rate of growth in terms of shipments, amongst the key exporting countries, was attained by Poland (with a CAGR of +16.4%), while the other leaders experienced more modest paces of growth.

In value terms, the largest public works machinery supplying countries in Eastern Europe were Poland ($X), the Czech Republic ($X) and Russia ($X), with a combined 65% share of total exports. Belarus, Hungary, Bulgaria and Slovakia lagged somewhat behind, together accounting for a further 24%.

Bulgaria, with a CAGR of +14.5%, recorded the highest rates of growth with regard to the value of exports, among the main exporting countries over the period under review, while shipments for the other leaders experienced more modest paces of growth.

Export Prices by Country

The export price in Eastern Europe stood at $X per unit in 2021, with a decrease of -32.7% against the previous year. Over the period under review, the export price showed a slight decline. The pace of growth was the most pronounced in 2020 when the export price increased by 44%. As a result, the export price reached the peak level of $X per unit, and then declined rapidly in the following year.

Prices varied noticeably by country of origin: amid the top suppliers, the country with the highest price was the Czech Republic ($X per unit), while Belarus ($X per unit) was amongst the lowest.

From 2012 to 2021, the most notable rate of growth in terms of prices was attained by Bulgaria (+7.2%), while the other leaders experienced mixed trends in the export price figures.

Imports in Eastern Europe

In 2021, public works machinery imports in Eastern Europe reduced modestly to X units, therefore, remained relatively stable against 2020 figures. Overall, imports continue to indicate a drastic downturn. The pace of growth appeared the most rapid in 2017 with an increase of 63%. Over the period under review, imports reached the maximum at X units in 2012; however, from 2013 to 2021, imports failed to regain momentum.

In value terms, public works machinery imports amounted to $X in 2021. In general, imports recorded a slight reduction. The pace of growth was the most pronounced in 2017 when imports increased by 30% against the previous year. The level of import peaked at $X in 2012; however, from 2013 to 2021, imports remained at a lower figure.

Imports by Country

Russia represented the largest importing country with an import of about X units, which accounted for 47% of total imports. Ukraine (X units) took the second position in the ranking, followed by the Czech Republic (X units), Bulgaria (X units) and Romania (X units). All these countries together held approx. 32% share of total imports. Slovakia (X units), Belarus (X units), Poland (X units), Hungary (X units), Lithuania (X units) and Estonia (X units) followed a long way behind the leaders.

Imports into Russia decreased at an average annual rate of -13.0% from 2012 to 2021. At the same time, Slovakia (+30.6%), Lithuania (+21.7%), Ukraine (+20.2%), Hungary (+18.1%), the Czech Republic (+15.3%), Bulgaria (+12.4%), Romania (+9.2%), Estonia (+9.0%) and Belarus (+2.2%) displayed positive paces of growth. Moreover, Slovakia emerged as the fastest-growing importer imported in Eastern Europe, with a CAGR of +30.6% from 2012-2021. Poland experienced a relatively flat trend pattern. Ukraine (+11 p.p.), the Czech Republic (+7.4 p.p.), Bulgaria (+5.1 p.p.), Slovakia (+4.1 p.p.), Romania (+3.5 p.p.), Hungary (+3.2 p.p.), Belarus (+2.2 p.p.), Lithuania (+1.9 p.p.) and Poland (+1.6 p.p.) significantly strengthened its position in terms of the total imports, while Russia saw its share reduced by -42.3% from 2012 to 2021, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.

In value terms, Russia ($X) constitutes the largest market for imported machinery for public works and building in Eastern Europe, comprising 42% of total imports. The second position in the ranking was held by Ukraine ($X), with a 15% share of total imports. It was followed by Poland, with a 14% share.

From 2012 to 2021, the average annual growth rate of value in Russia totaled -8.2%. The remaining importing countries recorded the following average annual rates of imports growth: Ukraine (+16.3% per year) and Poland (+11.1% per year).

The import price in Eastern Europe stood at $X per unit in 2021, picking up by 1.8% against the previous year. Import price indicated a resilient expansion from 2012 to 2021: its price increased at an average annual rate of +5.6% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, public works machinery import price increased by +83.9% against 2017 indices. The pace of growth appeared the most rapid in 2018 when the import price increased by 63% against the previous year. The level of import peaked in 2021 and is likely to see gradual growth in the immediate term.
