Overall, consumption continues to indicate strong growth. Over the period under review, the market attained the peak level in 2021 and is likely to see steady growth in the near future.

Production of Manufactured Tobacco, Extracts And Essences in Eastern Europe

In value terms, manufactured tobacco, extracts and essences production shrank rapidly to $X in 2021 estimated in export price. Over the period under review, production, however, showed a relatively flat trend pattern. The growth pace was the most rapid in 2019 with an increase of 43%. The level of production peaked at $X in 2020, and then dropped dramatically in the following year.

For the sixth year in a row, Eastern Europe recorded growth in overseas shipments of manufactured tobacco, extracts and essences, which increased by 3.8% to X tons in 2021. Total exports indicated a strong increase from 2012 to 2021: its volume increased at an average annual rate of +8.3% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, exports increased by +46.3% against 2014 indices. The pace of growth appeared the most rapid in 2014 when exports increased by 31% against the previous year. Over the period under review, the exports hit record highs in 2021 and are likely to see gradual growth in the immediate term.

In value terms, manufactured tobacco, extracts and essences exports skyrocketed to $X in 2021. In general, exports continue to indicate a significant expansion. The most prominent rate of growth was recorded in 2019 when exports increased by 116% against the previous year. Over the period under review, the exports hit record highs in 2021 and are expected to retain growth in the near future.

Exports by Country

In 2021, Russia (X tons) represented the main exporter of manufactured tobacco, extracts and essences, comprising 66% of total exports. It was distantly followed by Romania (X tons) and Poland (X tons), together creating a 29% share of total exports. The Czech Republic (X tons) held a minor share of total exports.

From 2012 to 2021, average annual rates of growth with regard to manufactured tobacco, extracts and essences exports from Russia stood at +6.5%. At the same time, Romania (+37.4%) and Poland (+5.0%) displayed positive paces of growth. Moreover, Romania emerged as the fastest-growing exporter exported in Eastern Europe, with a CAGR of +37.4% from 2012-2021. The Czech Republic experienced a relatively flat trend pattern. From 2012 to 2021, the share of Romania increased by +21 percentage points.

In value terms, Romania ($X) remains the largest manufactured tobacco, extracts and essences supplier in Eastern Europe, comprising 65% of total exports. The second position in the ranking was held by Russia ($X), with a 23% share of total exports. It was followed by the Czech Republic, with a 5.5% share.

In Romania, manufactured tobacco, extracts and essences exports increased at an average annual rate of +87.3% over the period from 2012-2021. In the other countries, the average annual rates were as follows: Russia (+11.2% per year) and the Czech Republic (+36.6% per year).

Export Prices by Country

The export price in Eastern Europe stood at $X per ton in 2021, rising by 12% against the previous year. Over the period under review, the export price posted a buoyant expansion. The pace of growth was the most pronounced in 2019 an increase of 86%. Over the period under review, the export prices reached the peak figure in 2021 and is likely to continue growth in the near future.

There were significant differences in the average prices amongst the major exporting countries. In 2021, amid the top suppliers, the country with the highest price was Romania ($X per ton), while Russia ($X per ton) was amongst the lowest.

From 2012 to 2021, the most notable rate of growth in terms of prices was attained by the Czech Republic (+36.6%), while the other leaders experienced more modest paces of growth.

Imports of Manufactured Tobacco, Extracts And Essences

Imports in Eastern Europe

After four years of growth, purchases abroad of manufactured tobacco, extracts and essences decreased by -8.8% to X tons in 2021. In general, imports, however, posted a prominent increase. The most prominent rate of growth was recorded in 2020 with an increase of 55%. As a result, imports reached the peak of X tons, and then declined in the following year.

In value terms, manufactured tobacco, extracts and essences imports soared to $X in 2021. Overall, imports, however, saw significant growth. The growth pace was the most rapid in 2018 with an increase of 99.9%. Over the period under review, imports reached the maximum in 2021 and are likely to see gradual growth in the immediate term.

Imports by Country

Poland represented the largest importer of manufactured tobacco, extracts and essences in Eastern Europe, with the volume of imports amounting to X tons, which was approx. 43% of total imports in 2021. Ukraine (X tons) held an 18% share (based on physical terms) of total imports, which put it in second place, followed by Russia (12%), Romania (9.1%) and the Czech Republic (6.6%). The following importers - Lithuania (X tons) and Hungary (X tons) - each finished at a 6.3% share of total imports.

Imports into Poland increased at an average annual rate of +21.8% from 2012 to 2021. At the same time, Hungary (+22.3%), the Czech Republic (+7.6%), Russia (+3.9%), Ukraine (+3.3%) and Romania (+2.4%) displayed positive paces of growth. Moreover, Hungary emerged as the fastest-growing importer imported in Eastern Europe, with a CAGR of +22.3% from 2012-2021. By contrast, Lithuania (-6.3%) illustrated a downward trend over the same period. From 2012 to 2021, the share of Poland and Hungary increased by +29 and +2 percentage points, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.

In value terms, Poland ($X), Ukraine ($X) and the Czech Republic ($X) appeared to be the countries with the highest levels of imports in 2021, together accounting for 63% of total imports. These countries were followed by Hungary, Russia, Lithuania and Romania, which together accounted for a further 24%.

In terms of the main importing countries, Hungary, with a CAGR of +47.9%, recorded the highest rates of growth with regard to the value of imports, over the period under review, while purchases for the other leaders experienced more modest paces of growth.

Import Prices by Country

In 2021, the import price in Eastern Europe amounted to $X per ton, increasing by 40% against the previous year. In general, the import price posted a strong expansion. The growth pace was the most rapid in 2018 when the import price increased by 60%. The level of import peaked in 2021 and is likely to continue growth in years to come.

There were significant differences in the average prices amongst the major importing countries. In 2021, amid the top importers, the country with the highest price was Hungary ($X per ton), while Romania ($X per ton) was amongst the lowest.
