The East European non-wheat flour market shrank to $X in 2021, falling by -12.8% against the previous year. Over the period under review, consumption, however, showed a perceptible decline. The pace of growth was the most pronounced in 2017 when the market value increased by 5.3% against the previous year. The level of consumption peaked at $X in 2012; however, from 2013 to 2021, consumption stood at a somewhat lower figure.

The most prominent rate of growth was recorded in 2016 when the production volume increased by 12% against the previous year. The level of production peaked at $X in 2012; however, from 2013 to 2021, production failed to regain momentum.

In 2021, overseas shipments of non-wheat flours increased by 61% to X tons, rising for the second year in a row after three years of decline. In general, exports saw a buoyant expansion. Over the period under review, the exports reached the peak figure at X tons in 2016; however, from 2017 to 2021, the exports stood at a somewhat lower figure.

In value terms, non-wheat flour exports surged to $X in 2021. Total exports indicated a buoyant expansion from 2012 to 2021: its value increased at an average annual rate of +6.2% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, exports increased by +95.4% against 2018 indices. As a result, the exports reached the peak and are likely to continue growth in the immediate term.

Exports by Country

In 2021, Belarus (X tons) represented the key exporter of non-wheat flours, mixing up 43% of total exports. Poland (X tons) held the second position in the ranking, distantly followed by Russia (X tons), Latvia (X tons), Romania (X tons) and Hungary (X tons). All these countries together held approx. 46% share of total exports. The following exporters - Estonia (X tons) and Ukraine (X tons) - together made up 6.4% of total exports.

From 2012 to 2021, the most notable rate of growth in terms of shipments, amongst the key exporting countries, was attained by Romania (with a CAGR of +25.6%), while the other leaders experienced more modest paces of growth.

In value terms, the largest non-wheat flour supplying countries in Eastern Europe were Poland ($X), Belarus ($X) and Latvia ($X), with a combined 60% share of total exports. Russia, Romania, Ukraine, Hungary and Estonia lagged somewhat behind, together accounting for a further 33%.

Romania, with a CAGR of +23.4%, recorded the highest rates of growth with regard to the value of exports, in terms of the main exporting countries over the period under review, while shipments for the other leaders experienced more modest paces of growth.

Export Prices by Country

The export price in Eastern Europe stood at $X per ton in 2021, dropping by -5.1% against the previous year. Over the period under review, the export price, however, showed a relatively flat trend pattern. The growth pace was the most rapid in 2019 when the export price increased by 34% against the previous year. As a result, the export price attained the peak level of $X per ton. From 2020 to 2021, the export prices failed to regain momentum.

Prices varied noticeably by country of origin: amid the top suppliers, the country with the highest price was Ukraine ($X per ton), while Belarus ($X per ton) was amongst the lowest.

From 2012 to 2021, the most notable rate of growth in terms of prices was attained by Ukraine (+4.8%), while the other leaders experienced mixed trends in the export price figures.

In 2021, overseas purchases of non-wheat flours increased by 65% to X tons, rising for the second year in a row after three years of decline. Over the period under review, imports recorded a strong expansion. The pace of growth was the most pronounced in 2016 when imports increased by 120% against the previous year. As a result, imports reached the peak of X tons. From 2017 to 2021, the growth of imports failed to regain momentum.

In value terms, non-wheat flour imports surged to $X in 2021. Total imports indicated a pronounced expansion from 2012 to 2021: its value increased at an average annual rate of +4.9% over the last nine-year period. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, imports increased by +69.5% against 2018 indices. The most prominent rate of growth was recorded in 2016 when imports increased by 70%. The level of import peaked in 2021 and is likely to see gradual growth in the near future.

Imports by Country

In 2021, Russia (X tons), distantly followed by Poland (X tons), Romania (X tons), Ukraine (X tons), Latvia (X tons) and Lithuania (X tons) were the major importers of non-wheat flours, together creating 89% of total imports. Moldova (X tons) followed a long way behind the leaders.

From 2012 to 2021, the biggest increases were recorded for Ukraine (with a CAGR of +64.5%), while purchases for the other leaders experienced more modest paces of growth.

In value terms, Poland ($X) constitutes the largest market for imported non-wheat flours in Eastern Europe, comprising 35% of total imports. The second position in the ranking was held by Russia ($X), with a 17% share of total imports. It was followed by Romania, with a 17% share.

In Poland, non-wheat flour imports increased at an average annual rate of +6.8% over the period from 2012-2021. In the other countries, the average annual rates were as follows: Russia (+0.4% per year) and Romania (+3.7% per year).
