The EU paper and paperboard market shrank remarkably to $X in 2022, reducing by -26.6% against the previous year. Over the period under review, consumption, however, continues to indicate resilient growth. As a result, consumption attained the peak level of $X. From 2019 to 2022, the growth of the market remained at a somewhat lower figure.

Exports in the EU
In 2022, the amount of paper and paperboard (creped, crinkled, embossed or perforated) exported in the European Union declined modestly to X tons, with a decrease of -3.3% compared with the previous year. Over the period under review, exports recorded a noticeable curtailment. The most prominent rate of growth was recorded in 2013 when exports increased by 11% against the previous year. The volume of export peaked at X tons in 2014; however, from 2015 to 2022, the exports failed to regain momentum.
In value terms, paper and paperboard exports expanded markedly to $X in 2022. The total export value increased at an average annual rate of +1.9% over the period from 2012 to 2022; however, the trend pattern remained consistent, with somewhat noticeable fluctuations throughout the analyzed period. The growth pace was the most rapid in 2021 when exports increased by 21%. Over the period under review, the exports reached the maximum in 2022 and are likely to continue growth in the near future.
Exports by Country
In 2022, France (X tons) and Italy (X tons) were the major exporters of paper and paperboard (creped, crinkled, embossed or perforated) in the European Union, together amounting to near 52% of total exports. Germany (X tons) held the next position in the ranking, distantly followed by Sweden (X tons) and Spain (X tons). All these countries together took near 29% share of total exports. Hungary (X tons), Romania (X tons) and the Czech Republic (X tons) took a relatively small share of total exports.
From 2012 to 2022, the most notable rate of growth in terms of shipments, amongst the main exporting countries, was attained by Romania (with a CAGR of +49.9%), while the other leaders experienced more modest paces of growth.
In value terms, the largest paper and paperboard supplying countries in the European Union were France ($X), Italy ($X) and Germany ($X), together comprising 69% of total exports. Sweden, the Czech Republic, Spain, Romania and Hungary lagged somewhat behind, together comprising a further 17%.
Romania, with a CAGR of +39.8%, recorded the highest rates of growth with regard to the value of exports, among the main exporting countries over the period under review, while shipments for the other leaders experienced more modest paces of growth.
Export Prices by Country
In 2022, the export price in the European Union amounted to $X per ton, rising by 11% against the previous year. Export price indicated tangible growth from 2012 to 2022: its price increased at an average annual rate of +4.2% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, paper and paperboard export price increased by +15.6% against 2018 indices. The pace of growth appeared the most rapid in 2018 an increase of 25%. The level of export peaked in 2022 and is likely to continue growth in the immediate term.
Prices varied noticeably by country of origin: amid the top suppliers, the country with the highest price was the Czech Republic ($X per ton), while Hungary ($X per ton) was amongst the lowest.

Imports in the EU
After two years of growth, purchases abroad of paper and paperboard (creped, crinkled, embossed or perforated) decreased by -14.5% to X tons in 2022. In general, imports continue to indicate a relatively flat trend pattern. The pace of growth was the most pronounced in 2021 when imports increased by 17%. As a result, imports attained the peak of X tons, and then declined in the following year.
In value terms, paper and paperboard imports declined slightly to $X in 2022. The total import value increased at an average annual rate of +1.7% from 2012 to 2022; the trend pattern remained relatively stable, with somewhat noticeable fluctuations in certain years. The growth pace was the most rapid in 2021 with an increase of 23%. As a result, imports attained the peak of $X, leveling off in the following year.
Imports by Country
In 2022, Italy (X tons), distantly followed by Germany (X tons), Greece (X tons), Poland (X tons), the Netherlands (X tons), the Czech Republic (X tons), Spain (X tons) and France (X tons) represented the major importers of paper and paperboard (creped, crinkled, embossed or perforated), together mixing up 78% of total imports. The following importers - Austria (X tons), Croatia (X tons), Hungary (X tons), Slovenia (X tons) and Belgium (X tons) - together made up 11% of total imports.
From 2012 to 2022, the most notable rate of growth in terms of purchases, amongst the main importing countries, was attained by Croatia (with a CAGR of +14.9%), while imports for the other leaders experienced more modest paces of growth.
In value terms, the largest paper and paperboard importing markets in the European Union were Italy ($X), Germany ($X) and Poland ($X), with a combined 51% share of total imports. France, the Czech Republic, Greece, Spain, the Netherlands, Belgium, Austria, Croatia, Slovenia and Hungary lagged somewhat behind, together comprising a further 36%.
Croatia, with a CAGR of +15.2%, saw the highest growth rate of the value of imports, among the main importing countries over the period under review, while purchases for the other leaders experienced more modest paces of growth.
Import Prices by Country
In 2022, the import price in the European Union amounted to $X per ton, rising by 16% against the previous year. Over the last decade, it increased at an average annual rate of +2.5%. As a result, import price reached the peak level and is likely to continue growth in the immediate term.
Prices varied noticeably by country of destination: amid the top importers, the country with the highest price was Belgium ($X per ton), while Hungary ($X per ton) was amongst the lowest.
