Toilet Paper Market Size in Europe
In 2021, the Europe toilet paper market increased by 2.9% to $X for the first time since 2018, thus ending a two-year declining trend. Over the period under review, consumption, however, continues to indicate a relatively flat trend pattern. As a result, consumption attained the peak level of $X. From 2014 to 2021, the growth of the market remained at a lower figure.
Toilet Paper Production in Europe
In value terms, toilet paper production reached $X in 2021 estimated in export price. Overall, production, however, saw a relatively flat trend pattern. The most prominent rate of growth was recorded in 2018 with an increase of 12% against the previous year. The level of production peaked at $X in 2013; however, from 2014 to 2021, production stood at a somewhat lower figure.

Exports in Europe
In 2021, after nine years of growth, there was significant decline in overseas shipments of toilet paper, when their volume decreased by -6.9% to X tons. The total export volume increased at an average annual rate of +1.2% over the period from 2012 to 2021; the trend pattern remained consistent, with somewhat noticeable fluctuations being observed in certain years. The most prominent rate of growth was recorded in 2014 with an increase of 3.5% against the previous year. Over the period under review, the exports reached the maximum at X tons in 2020, and then dropped in the following year.
In value terms, toilet paper exports contracted modestly to $X in 2021. Over the period under review, exports, however, showed a relatively flat trend pattern. The pace of growth was the most pronounced in 2018 when exports increased by 13%. As a result, the exports reached the peak of $X. From 2019 to 2021, the growth of the exports remained at a somewhat lower figure.
Exports by Country
In 2021, Germany (X tons), followed by Poland (X tons), Italy (X tons), France (X tons), Sweden (X tons), Spain (X tons), Austria (X tons), Portugal (X tons) and Slovakia (X tons) were the main exporters of toilet paper, together generating 70% of total exports. Belgium (X tons), Russia (X tons), the UK (X tons) and Slovenia (X tons) took a relatively small share of total exports.
From 2012 to 2021, the biggest increases were recorded for Russia (with a CAGR of +16.1%), while shipments for the other leaders experienced more modest paces of growth.
In value terms, Germany ($X), Sweden ($X) and Italy ($X) were the countries with the highest levels of exports in 2021, together comprising 33% of total exports. These countries were followed by Poland, France, Spain, Austria, Portugal, Belgium, the UK, Slovakia, Russia and Slovenia, which together accounted for a further 50%.
Russia, with a CAGR of +15.8%, saw the highest rates of growth with regard to the value of exports, among the main exporting countries over the period under review, while shipments for the other leaders experienced more modest paces of growth.
Export Prices by Country
In 2021, the export price in Europe amounted to $X per ton, surging by 5.8% against the previous year. Over the period under review, the export price, however, continues to indicate a relatively flat trend pattern. The most prominent rate of growth was recorded in 2018 an increase of 9.8%. Over the period under review, the export prices reached the maximum at $X per ton in 2013; however, from 2014 to 2021, the export prices stood at a somewhat lower figure.
There were significant differences in the average prices amongst the major exporting countries. In 2021, amid the top suppliers, the country with the highest price was the UK ($X per ton), while Russia ($X per ton) was amongst the lowest.
From 2012 to 2021, the most notable rate of growth in terms of prices was attained by Austria (+1.3%), while the other leaders experienced more modest paces of growth.
Toilet Paper Imports
Imports in Europe
After seven years of growth, purchases abroad of toilet paper decreased by -4.2% to X tons in 2021. The total import volume increased at an average annual rate of +1.5% from 2012 to 2021; the trend pattern remained relatively stable, with somewhat noticeable fluctuations in certain years. The pace of growth appeared the most rapid in 2015 when imports increased by 7.6%. The volume of import peaked at X tons in 2020, and then reduced slightly in the following year.
In value terms, toilet paper imports declined slightly to $X in 2021. Over the period under review, imports, however, saw a relatively flat trend pattern. The most prominent rate of growth was recorded in 2018 when imports increased by 10%. As a result, imports reached the peak of $X; afterwards, it flattened through to 2021.
Imports by Country
In 2021, Germany (X tons), followed by the Netherlands (X tons), France (X tons), Denmark (X tons), Belgium (X tons) and the Czech Republic (X tons) were the largest importers of toilet paper, together making up 50% of total imports. The following importers - Norway (X tons), Switzerland (X tons), Austria (X tons), Ireland (X tons), Spain (X tons), Portugal (X tons) and the UK (X tons) - together made up 25% of total imports.
From 2012 to 2021, the most notable rate of growth in terms of purchases, amongst the key importing countries, was attained by the Netherlands (with a CAGR of +9.1%), while imports for the other leaders experienced more modest paces of growth.
In value terms, Germany ($X), the Netherlands ($X) and France ($X) appeared to be the countries with the highest levels of imports in 2021, together accounting for 30% of total imports. Norway, Belgium, the Czech Republic, Denmark, Ireland, Austria, Switzerland, Spain, the UK and Portugal lagged somewhat behind, together comprising a further 44%.
Spain, with a CAGR of +7.5%, recorded the highest rates of growth with regard to the value of imports, in terms of the main importing countries over the period under review, while purchases for the other leaders experienced more modest paces of growth.
Import Prices by Country
The import price in Europe stood at $X per ton in 2021, rising by 4% against the previous year. Over the period under review, the import price, however, recorded a mild reduction. The growth pace was the most rapid in 2018 when the import price increased by 7.5%. The level of import peaked at $X per ton in 2013; however, from 2014 to 2021, import prices stood at a somewhat lower figure.
There were significant differences in the average prices amongst the major importing countries. In 2021, amid the top importers, the country with the highest price was Norway ($X per ton), while Denmark ($X per ton) was amongst the lowest.
From 2012 to 2021, the most notable rate of growth in terms of prices was attained by the Czech Republic (+1.7%), while the other leaders experienced more modest paces of growth.
