After three years of decline, the Indonesian frozen whole fish market increased by 13% to $X in 2021. In general, the total consumption indicated strong growth from 2012 to 2021: its value increased at an average annual rate of +5.4% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Over the period under review, the market attained the maximum level at $X in 2017; however, from 2018 to 2021, consumption failed to regain momentum.
Frozen Whole Fish Production in Indonesia
In value terms, frozen whole fish production amounted to $X in 2021 estimated in export price. Over the period under review, the total production indicated temperate growth from 2012 to 2021: its value increased at an average annual rate of +4.3% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, production decreased by -8.4% against 2017 indices. The pace of growth was the most pronounced in 2015 when the production volume increased by 47%. Over the period under review, production reached the maximum level at $X in 2017; however, from 2018 to 2021, production stood at a somewhat lower figure.

Exports from Indonesia
After two years of growth, overseas shipments of frozen whole fish decreased by -27.5% to X tons in 2021. In general, exports showed a abrupt contraction. The growth pace was the most rapid in 2020 with an increase of 28%. The exports peaked at X tons in 2012; however, from 2013 to 2021, the exports stood at a somewhat lower figure.
In value terms, frozen whole fish exports fell sharply to $X in 2021. Overall, exports saw a noticeable curtailment. The most prominent rate of growth was recorded in 2020 when exports increased by 25%. As a result, the exports attained the peak of $X, and then reduced remarkably in the following year.
Exports by Country
China (X tons) was the main destination for frozen whole fish exports from Indonesia, accounting for a 46% share of total exports. Moreover, frozen whole fish exports to China exceeded the volume sent to the second major destination, Thailand (X tons), threefold. The third position in this ranking was held by Japan (X tons), with a 9.1% share.
From 2012 to 2021, the average annual rate of growth in terms of volume to China totaled -1.2%. Exports to the other major destinations recorded the following average annual rates of exports growth: Thailand (-17.4% per year) and Japan (-3.4% per year).
In value terms, China ($X) remains the key foreign market for frozen whole fish exports from Indonesia, comprising 40% of total exports. The second position in the ranking was taken by Thailand ($X), with a 14% share of total exports. It was followed by Vietnam, with a 7.2% share.
From 2012 to 2021, the average annual rate of growth in terms of value to China totaled +10.4%. Exports to the other major destinations recorded the following average annual rates of exports growth: Thailand (-8.9% per year) and Vietnam (-4.9% per year).
Export Prices by Country
In 2021, the average frozen whole fish export price amounted to $X per ton, growing by 12% against the previous year. Overall, export price indicated a remarkable increase from 2012 to 2021: its price increased at an average annual rate of +5.2% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. The pace of growth appeared the most rapid in 2015 when the average export price increased by 61% against the previous year. The export price peaked in 2021 and is likely to continue growth in the near future.
Prices varied noticeably by country of destination: amid the top suppliers, the country with the highest price was the United States ($X per ton), while the average price for exports to Japan ($X per ton) was amongst the lowest.
From 2012 to 2021, the most notable rate of growth in terms of prices was recorded for supplies to China (+11.8%), while the prices for the other major destinations experienced more modest paces of growth.
Frozen Whole Fish Imports
Imports into Indonesia
For the fourth year in a row, Indonesia recorded decline in overseas purchases of frozen whole fish, which decreased by -0.9% to X tons in 2021. Over the period under review, imports recorded a pronounced curtailment. The most prominent rate of growth was recorded in 2017 when imports increased by 60%. As a result, imports attained the peak of X tons. From 2018 to 2021, the growth of imports remained at a lower figure.
In value terms, frozen whole fish imports amounted to $X in 2021. The total import value increased at an average annual rate of +1.3% over the period from 2012 to 2021; however, the trend pattern remained consistent, with only minor fluctuations being observed throughout the analyzed period. The most prominent rate of growth was recorded in 2017 when imports increased by 32%. As a result, imports attained the peak of $X. From 2018 to 2021, the growth of imports failed to regain momentum.
Imports by Country
In 2021, China (X tons) constituted the largest frozen whole fish supplier to Indonesia, with a 40% share of total imports. Moreover, frozen whole fish imports from China exceeded the figures recorded by the second-largest supplier, Japan (X tons), fourfold. The third position in this ranking was held by Norway (X tons), with a 7.6% share.
From 2012 to 2021, the average annual rate of growth in terms of volume from China stood at -8.5%. The remaining supplying countries recorded the following average annual rates of imports growth: Japan (+0.4% per year) and Norway (+31.8% per year).
In value terms, China ($X), Russia ($X) and Norway ($X) constituted the largest frozen whole fish suppliers to Indonesia, together accounting for 52% of total imports.
In terms of the main suppliers, Russia, with a CAGR of +116.9%, recorded the highest rates of growth with regard to the value of imports, over the period under review, while purchases for the other leaders experienced more modest paces of growth.
Import Prices by Country
The average frozen whole fish import price stood at $X per ton in 2021, growing by 9.1% against the previous year. Overall, import price indicated a prominent expansion from 2012 to 2021: its price increased at an average annual rate of +5.9% over the last nine-year period. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, frozen whole fish import price increased by +57.3% against 2017 indices. The pace of growth appeared the most rapid in 2019 when the average import price increased by 30%. Over the period under review, average import prices hit record highs in 2021 and is expected to retain growth in years to come.
There were significant differences in the average prices amongst the major supplying countries. In 2021, amid the top importers, the country with the highest price was Russia ($X per ton), while the price for Pakistan ($X per ton) was amongst the lowest.
From 2012 to 2021, the most notable rate of growth in terms of prices was attained by India (+10.8%), while the prices for the other major suppliers experienced more modest paces of growth.
