Imports into Luxembourg
In 2021, overseas purchases of handmade paper and paperboard increased by 23% to X tons for the first time since 2018, thus ending a two-year declining trend. In general, imports, however, faced a deep downturn. The growth pace was the most rapid in 2016 when imports increased by 248%. As a result, imports attained the peak of X tons. From 2017 to 2021, the growth of imports remained at a lower figure.
In value terms, handmade paper imports expanded rapidly to $X in 2021. Over the period under review, imports, however, showed a abrupt setback. The pace of growth was the most pronounced in 2016 when imports increased by 115% against the previous year. Imports peaked at $X in 2013; however, from 2014 to 2021, imports remained at a lower figure.
Imports by Country
In 2021, Germany (X tons) constituted the largest handmade paper supplier to Luxembourg, with a 50% share of total imports. Moreover, handmade paper imports from Germany exceeded the figures recorded by the second-largest supplier, Belgium (X tons), twofold. France (X tons) ranked third in terms of total imports with a 17% share.
From 2012 to 2021, the average annual growth rate of volume from Germany totaled -8.3%. The remaining supplying countries recorded the following average annual rates of imports growth: Belgium (-10.1% per year) and France (-7.5% per year).
In value terms, Belgium ($X), Germany ($X) and France ($X) were the largest handmade paper suppliers to Luxembourg, together accounting for 86% of total imports. These countries were followed by the Netherlands and Italy, which together accounted for a further 9.9%.

From 2012 to 2021, the most notable rate of growth in terms of prices was attained by Italy (+10.4%), while the prices for the other major suppliers experienced more modest paces of growth.
