In 2022, the MENA's packaging materials market increased by 6.7% to $X, rising for the second consecutive year after two years of decline. In general, consumption continues to indicate a strong expansion. Over the period under review, the market reached the maximum level in 2022 and is likely to see gradual growth in years to come.
Packaging Materials Production in MENA
In value terms, packaging materials production contracted slightly to $X in 2022 estimated in export price. Over the period under review, production, however, recorded a slight reduction. The pace of growth appeared the most rapid in 2013 when the production volume increased by 16%. The level of production peaked at $X in 2014; however, from 2015 to 2022, production failed to regain momentum.

Exports in MENA
In 2022, overseas shipments of packaging materials were finally on the rise to reach X tons after two years of decline. Total exports indicated buoyant growth from 2012 to 2022: its volume increased at an average annual rate of +6.4% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. The pace of growth appeared the most rapid in 2015 when exports increased by 24% against the previous year. The volume of export peaked at X tons in 2019; afterwards, it flattened through to 2022.
In value terms, packaging materials exports skyrocketed to $X in 2022. Total exports indicated a strong increase from 2012 to 2022: its value increased at an average annual rate of +7.3% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, exports increased by +36.9% against 2020 indices. As a result, the exports attained the peak and are likely to continue growth in the immediate term.
Exports by Country
Turkey was the main exporting country with an export of around X tons, which reached 41% of total exports. The United Arab Emirates (X tons) took a 19% share (based on physical terms) of total exports, which put it in second place, followed by Saudi Arabia (16%), Egypt (12%) and Israel (4.8%). Kuwait (X tons) took a relatively small share of total exports.
From 2012 to 2022, average annual rates of growth with regard to packaging materials exports from Turkey stood at +11.9%. At the same time, Egypt (+29.2%) and the United Arab Emirates (+12.5%) displayed positive paces of growth. Moreover, Egypt emerged as the fastest-growing exporter exported in MENA, with a CAGR of +29.2% from 2012-2022. Kuwait experienced a relatively flat trend pattern. By contrast, Saudi Arabia (-1.9%) and Israel (-4.8%) illustrated a downward trend over the same period. Turkey (+16 p.p.), Egypt (+9.9 p.p.) and the United Arab Emirates (+8.2 p.p.) significantly strengthened its position in terms of the total exports, while Kuwait, Israel and Saudi Arabia saw its share reduced by -2%, -9.7% and -20% from 2012 to 2022, respectively.
In value terms, Turkey ($X) remains the largest packaging materials supplier in MENA, comprising 51% of total exports. The second position in the ranking was taken by Saudi Arabia ($X), with a 14% share of total exports. It was followed by the United Arab Emirates, with a 14% share.
In Turkey, packaging materials exports expanded at an average annual rate of +12.8% over the period from 2012-2022. The remaining exporting countries recorded the following average annual rates of exports growth: Saudi Arabia (-2.9% per year) and the United Arab Emirates (+11.5% per year).
Export Prices by Country
In 2022, the export price in MENA amounted to $X per ton, with an increase of 3.6% against the previous year. In general, the export price continues to indicate a relatively flat trend pattern. The pace of growth was the most pronounced in 2021 when the export price increased by 31%. Over the period under review, the export prices hit record highs at $X per ton in 2014; however, from 2015 to 2022, the export prices failed to regain momentum.
There were significant differences in the average prices amongst the major exporting countries. In 2022, amid the top suppliers, the country with the highest price was Turkey ($X per ton), while Kuwait ($X per ton) was amongst the lowest.
From 2012 to 2022, the most notable rate of growth in terms of prices was attained by Israel (+6.2%), while the other leaders experienced more modest paces of growth.
Packaging Materials Imports
Imports in MENA
Packaging materials imports was estimated at X tons in 2022, surging by 6.5% compared with the year before. The total import volume increased at an average annual rate of +3.2% over the period from 2012 to 2022; the trend pattern remained consistent, with somewhat noticeable fluctuations being observed in certain years. The growth pace was the most rapid in 2019 with an increase of 13% against the previous year. The volume of import peaked in 2022 and is likely to see steady growth in the immediate term.
In value terms, packaging materials imports soared to $X in 2022. The total import value increased at an average annual rate of +4.8% over the period from 2012 to 2022; the trend pattern indicated some noticeable fluctuations being recorded in certain years. As a result, imports attained the peak and are likely to continue growth in the immediate term.
Imports by Country
In 2022, Turkey (X tons) was the major importer of packaging materials, creating 29% of total imports. The United Arab Emirates (X tons) took the second position in the ranking, followed by Algeria (X tons), Morocco (X tons), Saudi Arabia (X tons), Egypt (X tons) and Israel (X tons). All these countries together took approx. 55% share of total imports.
From 2012 to 2022, average annual rates of growth with regard to packaging materials imports into Turkey stood at +3.2%. At the same time, Algeria (+11.1%), Morocco (+9.2%) and the United Arab Emirates (+8.0%) displayed positive paces of growth. Moreover, Algeria emerged as the fastest-growing importer imported in MENA, with a CAGR of +11.1% from 2012-2022. Israel experienced a relatively flat trend pattern. By contrast, Egypt (-1.1%) and Saudi Arabia (-2.3%) illustrated a downward trend over the same period. Algeria (+6.4 p.p.), the United Arab Emirates (+4.8 p.p.) and Morocco (+3.7 p.p.) significantly strengthened its position in terms of the total imports, while Egypt and Saudi Arabia saw its share reduced by -4.2% and -6% from 2012 to 2022, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.
In value terms, Turkey ($X) constitutes the largest market for imported packaging materials in MENA, comprising 35% of total imports. The second position in the ranking was held by Egypt ($X), with a 10% share of total imports. It was followed by the United Arab Emirates, with a 9.9% share.
In Turkey, packaging materials imports increased at an average annual rate of +7.1% over the period from 2012-2022. The remaining importing countries recorded the following average annual rates of imports growth: Egypt (+0.4% per year) and the United Arab Emirates (+9.6% per year).
Import Prices by Country
The import price in MENA stood at $X per ton in 2022, rising by 11% against the previous year. Over the period from 2012 to 2022, it increased at an average annual rate of +1.6%. The most prominent rate of growth was recorded in 2021 when the import price increased by 18% against the previous year. The level of import peaked in 2022 and is expected to retain growth in years to come.
There were significant differences in the average prices amongst the major importing countries. In 2022, amid the top importers, the country with the highest price was Egypt ($X per ton), while Algeria ($X per ton) was amongst the lowest.
