In general, consumption, however, showed a tangible expansion. The level of consumption peaked at $X in 2019; however, from 2020 to 2021, consumption remained at a lower figure.

In 2021, overseas shipments of sweet biscuits, waffles and wafers increased by 2.1% to X tons, rising for the fifth consecutive year after two years of decline. The total export volume increased at an average annual rate of +2.8% over the period from 2012 to 2021; the trend pattern remained relatively stable, with only minor fluctuations being observed in certain years. The pace of growth appeared the most rapid in 2014 when exports increased by 11%. Over the period under review, the exports hit record highs in 2021 and are likely to see steady growth in the immediate term.
In value terms, sweet biscuit, waffle and wafer exports rose significantly to $X in 2021. The total export value increased at an average annual rate of +4.7% from 2012 to 2021; the trend pattern indicated some noticeable fluctuations being recorded in certain years. The most prominent rate of growth was recorded in 2013 when exports increased by 13% against the previous year. Over the period under review, the exports hit record highs in 2021 and are expected to retain growth in the near future.
Exports by Country
In 2021, Turkey (X tons) was the largest exporter of sweet biscuits, waffles and wafers, creating 73% of total exports. The United Arab Emirates (X tons) took a 12% share (based on physical terms) of total exports, which put it in second place, followed by Saudi Arabia (6.8%). The following exporters - Oman (X tons) and Iran (X tons) - together made up 5.4% of total exports.
Turkey was also the fastest-growing in terms of the sweet biscuits, waffles and wafers exports, with a CAGR of +6.3% from 2012 to 2021. At the same time, Oman (+2.1%) displayed positive paces of growth. The United Arab Emirates experienced a relatively flat trend pattern. By contrast, Iran (-3.2%) and Saudi Arabia (-4.8%) illustrated a downward trend over the same period. Turkey (+19 p.p.) significantly strengthened its position in terms of the total exports, while Iran, the United Arab Emirates and Saudi Arabia saw its share reduced by -1.5%, -2.9% and -6.7% from 2012 to 2021, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.
In value terms, Turkey ($X) remains the largest sweet biscuit, waffle and wafer supplier in the Middle East, comprising 68% of total exports. The second position in the ranking was taken by the United Arab Emirates ($X), with a 19% share of total exports. It was followed by Saudi Arabia, with a 5.7% share.
In Turkey, sweet biscuit, waffle and wafer exports increased at an average annual rate of +5.5% over the period from 2012-2021. The remaining exporting countries recorded the following average annual rates of exports growth: the United Arab Emirates (+7.8% per year) and Saudi Arabia (+0.3% per year).

In 2021, the export price in the Middle East amounted to $X per ton, growing by 3.1% against the previous year. Over the last nine years, it increased at an average annual rate of +1.8%. The most prominent rate of growth was recorded in 2015 an increase of 13% against the previous year. The level of export peaked in 2021 and is expected to retain growth in the near future.
There were significant differences in the average prices amongst the major exporting countries. In 2021, amid the top suppliers, the country with the highest price was the United Arab Emirates ($X per ton), while Iran ($X per ton) was amongst the lowest.

The total import volume increased at an average annual rate of +5.8% over the period from 2012 to 2021; however, the trend pattern indicated some noticeable fluctuations being recorded throughout the analyzed period. The most prominent rate of growth was recorded in 2013 with an increase of 22% against the previous year. The volume of import peaked at X tons in 2018; however, from 2019 to 2021, imports remained at a lower figure.
In value terms, sweet biscuit, waffle and wafer imports rose notably to $X in 2021. The total import value increased at an average annual rate of +6.0% over the period from 2012 to 2021; however, the trend pattern indicated some noticeable fluctuations being recorded in certain years. The pace of growth appeared the most rapid in 2013 with an increase of 20%. Over the period under review, imports attained the peak figure in 2021 and are likely to see gradual growth in the near future.
Imports by Country
In 2021, Iraq (X tons), Yemen (X tons), Saudi Arabia (X tons) and the United Arab Emirates (X tons) represented the key importer of sweet biscuits, waffles and wafers in the Middle East, committing 69% of total import. Israel (X tons) held the next position in the ranking, followed by Oman (X tons). All these countries together took near 11% share of total imports. Jordan (X tons), Palestine (X tons), Kuwait (X tons), Syrian Arab Republic (X tons), Turkey (X tons), Lebanon (X tons) and Qatar (X tons) followed a long way behind the leaders.
From 2012 to 2021, the most notable rate of growth in terms of purchases, amongst the key importing countries, was attained by Oman (with a CAGR of +16.9%), while imports for the other leaders experienced more modest paces of growth.
In value terms, the largest sweet biscuit, waffle and wafer importing markets in the Middle East were Saudi Arabia ($X), Iraq ($X) and the United Arab Emirates ($X), with a combined 55% share of total imports. These countries were followed by Yemen, Israel, Jordan, Kuwait, Oman, Palestine, Qatar, Turkey, Lebanon and Syrian Arab Republic, which together accounted for a further 42%.
In terms of the main importing countries, Palestine, with a CAGR of +16.8%, saw the highest growth rate of the value of imports, over the period under review, while purchases for the other leaders experienced more modest paces of growth.

In 2021, the import price in the Middle East amounted to $X per ton, with an increase of 5.8% against the previous year. Over the period under review, the import price recorded a relatively flat trend pattern. As a result, import price attained the peak level and is likely to continue growth in the immediate term.
