Toilet Paper Market Size in the Middle East
In 2021, after two years of growth, there was decline in the Middle Eastern toilet paper market, when its value decreased by -2.7% to $X. The market value increased at an average annual rate of +3.0% from 2012 to 2021; the trend pattern remained relatively stable, with only minor fluctuations being recorded throughout the analyzed period. The level of consumption peaked at $X in 2017; however, from 2018 to 2021, consumption failed to regain momentum.
Toilet Paper Production in the Middle East
In value terms, toilet paper production reduced modestly to $X in 2021 estimated in export price. The total output value increased at an average annual rate of +3.1% over the period from 2012 to 2021; the trend pattern remained relatively stable, with only minor fluctuations being observed throughout the analyzed period. The pace of growth appeared the most rapid in 2013 when the production volume increased by 13%. Over the period under review, production hit record highs at $X in 2017; afterwards, it flattened through to 2021.

Exports in the Middle East
Toilet paper exports rose sharply to X tons in 2021, picking up by 9.1% on 2020 figures. Overall, exports enjoyed a resilient expansion. The most prominent rate of growth was recorded in 2020 when exports increased by 26%. The volume of export peaked in 2021 and is expected to retain growth in years to come.
In value terms, toilet paper exports rose modestly to $X in 2021. Total exports indicated a temperate expansion from 2012 to 2021: its value increased at an average annual rate of +4.7% over the last nine years. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2021 figures, exports increased by +96.5% against 2015 indices. The most prominent rate of growth was recorded in 2019 when exports increased by 22% against the previous year. The level of export peaked in 2021 and is expected to retain growth in years to come.
Exports by Country
Turkey was the main exporter of toilet paper in the Middle East, with the volume of exports finishing at X tons, which was approx. 49% of total exports in 2021. The United Arab Emirates (X tons) took a 24% share (based on physical terms) of total exports, which put it in second place, followed by Jordan (17%) and Saudi Arabia (4.7%). Bahrain (X tons) followed a long way behind the leaders.
From 2012 to 2021, average annual rates of growth with regard to toilet paper exports from Turkey stood at +16.2%. At the same time, Bahrain (+51.3%), the United Arab Emirates (+3.3%) and Jordan (+1.6%) displayed positive paces of growth. Moreover, Bahrain emerged as the fastest-growing exporter exported in the Middle East, with a CAGR of +51.3% from 2012-2021. By contrast, Saudi Arabia (-10.4%) illustrated a downward trend over the same period. From 2012 to 2021, the share of Turkey and Bahrain increased by +28 and +2.6 percentage points, respectively.
In value terms, Turkey ($X) remains the largest toilet paper supplier in the Middle East, comprising 51% of total exports. The second position in the ranking was held by the United Arab Emirates ($X), with a 20% share of total exports. It was followed by Jordan, with a 14% share.
In Turkey, toilet paper exports increased at an average annual rate of +15.7% over the period from 2012-2021. The remaining exporting countries recorded the following average annual rates of exports growth: the United Arab Emirates (+2.1% per year) and Jordan (-3.7% per year).
Export Prices by Country
In 2021, the export price in the Middle East amounted to $X per ton, with a decrease of -3.9% against the previous year. In general, the export price recorded a relatively flat trend pattern. The pace of growth appeared the most rapid in 2015 when the export price increased by 10%. The level of export peaked at $X per ton in 2018; however, from 2019 to 2021, the export prices stood at a somewhat lower figure.
Prices varied noticeably by country of origin: amid the top suppliers, the country with the highest price was Saudi Arabia ($X per ton), while Jordan ($X per ton) was amongst the lowest.
From 2012 to 2021, the most notable rate of growth in terms of prices was attained by Saudi Arabia (+8.0%), while the other leaders experienced a decline in the export price figures.
Toilet Paper Imports
Imports in the Middle East
Toilet paper imports contracted markedly to X tons in 2021, reducing by -25.6% on 2020. The total import volume increased at an average annual rate of +1.2% over the period from 2012 to 2021; however, the trend pattern indicated some noticeable fluctuations being recorded throughout the analyzed period. The pace of growth was the most pronounced in 2020 when imports increased by 16% against the previous year. As a result, imports reached the peak of X tons, and then fell sharply in the following year.
In value terms, toilet paper imports reduced notably to $X in 2021. In general, imports, however, showed a relatively flat trend pattern. The growth pace was the most rapid in 2014 with an increase of 15% against the previous year. The level of import peaked at $X in 2018; however, from 2019 to 2021, imports remained at a lower figure.
Imports by Country
Saudi Arabia prevails in imports structure, recording X tons, which was near 68% of total imports in 2021. It was distantly followed by the United Arab Emirates (X tons) and Israel (X tons), together constituting a 14% share of total imports. Iraq (X tons), Kuwait (X tons), Oman (X tons) and Qatar (X tons) took a little share of total imports.
From 2012 to 2021, average annual rates of growth with regard to toilet paper imports into Saudi Arabia stood at +10.7%. At the same time, Israel (+42.4%), Kuwait (+3.0%) and the United Arab Emirates (+1.9%) displayed positive paces of growth. Moreover, Israel emerged as the fastest-growing importer imported in the Middle East, with a CAGR of +42.4% from 2012-2021. By contrast, Qatar (-6.4%), Oman (-10.8%) and Iraq (-13.2%) illustrated a downward trend over the same period. From 2012 to 2021, the share of Saudi Arabia and Israel increased by +38 and +6.4 percentage points, respectively. The shares of the other countries remained relatively stable throughout the analyzed period.
In value terms, Saudi Arabia ($X) constitutes the largest market for imported toilet paper in the Middle East, comprising 57% of total imports. The second position in the ranking was taken by the United Arab Emirates ($X), with an 11% share of total imports. It was followed by Israel, with an 8% share.
In Saudi Arabia, toilet paper imports increased at an average annual rate of +9.2% over the period from 2012-2021. The remaining importing countries recorded the following average annual rates of imports growth: the United Arab Emirates (+3.6% per year) and Israel (+40.7% per year).
Import Prices by Country
In 2021, the import price in the Middle East amounted to $X per ton, with a decrease of -2.6% against the previous year. Overall, the import price showed a relatively flat trend pattern. The most prominent rate of growth was recorded in 2017 an increase of 4.9%. Over the period under review, import prices attained the maximum at $X per ton in 2015; however, from 2016 to 2021, import prices remained at a lower figure.
There were significant differences in the average prices amongst the major importing countries. In 2021, amid the top importers, the country with the highest price was Kuwait ($X per ton), while Saudi Arabia ($X per ton) was amongst the lowest.
From 2012 to 2021, the most notable rate of growth in terms of prices was attained by Oman (+2.7%), while the other leaders experienced more modest paces of growth.
