In 2022, overseas shipments of paper and paperboard (creped, crinkled, embossed or perforated) increased by 4.1% to X tons, rising for the second consecutive year after two years of decline. In general, total exports indicated a noticeable expansion from 2012 to 2022: its volume increased at an average annual rate of +2.4% over the last decade. The trend pattern, however, indicated some noticeable fluctuations being recorded throughout the analyzed period. Based on 2022 figures, exports increased by +21.1% against 2020 indices. The pace of growth was the most pronounced in 2013 with an increase of 36% against the previous year. The exports peaked at X tons in 2016; however, from 2017 to 2022, the exports failed to regain momentum.
In value terms, paper and paperboard exports declined to $X in 2022. Overall, exports continue to indicate a strong increase. The most prominent rate of growth was recorded in 2013 with an increase of 60%. Over the period under review, the exports hit record highs at $X in 2021, and then shrank in the following year.
Exports by Country
Belgium (X tons), Germany (X tons) and France (X tons) were the main destinations of paper and paperboard exports from the Netherlands, together accounting for 70% of total exports. Norway, Switzerland, Denmark and the UK lagged somewhat behind, together accounting for a further 19%.
From 2012 to 2022, the most notable rate of growth in terms of shipments, amongst the main countries of destination, was attained by Denmark (with a CAGR of +71.2%), while the other leaders experienced more modest paces of growth.
In value terms, Belgium ($X) remains the key foreign market for paper and paperboard (creped, crinkled, embossed or perforated) exports from the Netherlands, comprising 51% of total exports. The second position in the ranking was held by Germany ($X), with an 18% share of total exports. It was followed by France, with an 11% share.
From 2012 to 2022, the average annual rate of growth in terms of value to Belgium totaled +12.7%. Exports to the other major destinations recorded the following average annual rates of exports growth: Germany (+23.9% per year) and France (+71.7% per year).
Export Prices by Country
In 2022, the average paper and paperboard export price amounted to $X per ton, shrinking by -12.7% against the previous year. Overall, the export price, however, recorded a resilient expansion. The growth pace was the most rapid in 2017 an increase of 70% against the previous year. Over the period under review, the average export prices reached the maximum at $X per ton in 2021, and then reduced in the following year.
Prices varied noticeably by country of destination: amid the top suppliers, the country with the highest price was Belgium ($X per ton), while the average price for exports to Norway ($X per ton) was amongst the lowest.

In 2022, after three years of growth, there was significant decline in overseas purchases of paper and paperboard (creped, crinkled, embossed or perforated), when their volume decreased by -9.7% to X tons. Over the period under review, imports continue to indicate a abrupt descent. The pace of growth appeared the most rapid in 2016 when imports increased by 60% against the previous year. Imports peaked at X tons in 2013; however, from 2014 to 2022, imports failed to regain momentum.
In value terms, paper and paperboard imports fell significantly to $X in 2022. Overall, imports continue to indicate a noticeable shrinkage. The most prominent rate of growth was recorded in 2016 with an increase of 99% against the previous year. Imports peaked at $X in 2013; however, from 2014 to 2022, imports failed to regain momentum.
Imports by Country
In 2022, Germany (X tons) constituted the largest supplier of paper and paperboard to the Netherlands, accounting for a 51% share of total imports. Moreover, paper and paperboard imports from Germany exceeded the figures recorded by the second-largest supplier, Poland (X tons), sixfold. The third position in this ranking was held by Spain (X tons), with an 8% share.
From 2012 to 2022, the average annual growth rate of volume from Germany amounted to -11.1%. The remaining supplying countries recorded the following average annual rates of imports growth: Poland (+25.1% per year) and Spain (+21.0% per year).
In value terms, Germany ($X) constituted the largest supplier of paper and paperboard (creped, crinkled, embossed or perforated) to the Netherlands, comprising 32% of total imports. The second position in the ranking was held by Belgium ($X), with an 11% share of total imports. It was followed by Poland, with an 8.4% share.
From 2012 to 2022, the average annual rate of growth in terms of value from Germany totaled -11.4%. The remaining supplying countries recorded the following average annual rates of imports growth: Belgium (+19.4% per year) and Poland (+20.1% per year).
Import Prices by Country
The average paper and paperboard import price stood at $X per ton in 2022, waning by -24.4% against the previous year. Over the period under review, the import price, however, continues to indicate a pronounced expansion. The growth pace was the most rapid in 2015 an increase of 28%. Over the period under review, average import prices hit record highs at $X per ton in 2018; however, from 2019 to 2022, import prices failed to regain momentum.
There were significant differences in the average prices amongst the major supplying countries. In 2022, amid the top importers, the country with the highest price was China ($X per ton), while the price for Germany ($X per ton) was amongst the lowest.
From 2012 to 2022, the most notable rate of growth in terms of prices was attained by the UK (+4.0%), while the prices for the other major suppliers experienced more modest paces of growth.
