The Russian non-wheat flour market expanded markedly to $X in 2021, surging by 7.4% against the previous year. Overall, consumption, however, continues to indicate a relatively flat trend pattern. After four years of growth, shipments abroad of non-wheat flours decreased by -0.4% to X tons in 2021. Over the period under review, exports, however, continue to indicate a significant expansion. The most prominent rate of growth was recorded in 2015 when exports increased by 693%. As a result, the exports reached the peak of X tons. From 2016 to 2021, the growth of the exports remained at a somewhat lower figure.
In value terms, non-wheat flour exports fell to $X in 2021. Overall, exports, however, continue to indicate resilient growth. The pace of growth was the most pronounced in 2015 when exports increased by 851%. As a result, the exports reached the peak of $X. From 2016 to 2021, the growth of the exports remained at a somewhat lower figure.
Exports by Country
Kazakhstan (X tons), Azerbaijan (X tons) and Uzbekistan (X tons) were the main destinations of non-wheat flour exports from Russia, together comprising 57% of total exports. Mongolia, Belarus, Kyrgyzstan and Turkmenistan lagged somewhat behind, together comprising a further 29%.
From 2012 to 2021, the most notable rate of growth in terms of shipments, amongst the main countries of destination, was attained by Kyrgyzstan (with a CAGR of +60.6%), while the other leaders experienced more modest paces of growth.
In value terms, the largest markets for non-wheat flour exported from Russia were Kazakhstan ($X), Belarus ($X) and Uzbekistan ($X), together comprising 54% of total exports. These countries were followed by Azerbaijan, Mongolia, Kyrgyzstan and Turkmenistan, which together accounted for a further 24%.
Among the main countries of destination, Kyrgyzstan, with a CAGR of +48.6%, saw the highest growth rate of the value of exports, over the period under review, while shipments for the other leaders experienced more modest paces of growth.
Export Prices by Country
In 2021, the average non-wheat flour export price amounted to $X per ton, declining by -2.9% against the previous year. Overall, the export price recorded a pronounced descent. The most prominent rate of growth was recorded in 2019 an increase of 32%. The export price peaked at $X per ton in 2012; however, from 2013 to 2021, the export prices stood at a somewhat lower figure.
There were significant differences in the average prices for the major external markets. In 2021, amid the top suppliers, the country with the highest price was Belarus ($X per ton), while the average price for exports to Kyrgyzstan ($X per ton) was amongst the lowest.
From 2012 to 2021, the most notable rate of growth in terms of prices was recorded for supplies to Oman (+27.6%), while the prices for the other major destinations experienced a decline.

Imports into the Russian Federation
In 2021, supplies from abroad of non-wheat flours increased by 196% to X tons, rising for the second consecutive year after three years of decline. Over the period under review, imports posted prominent growth. Imports peaked at X tons in 2016; however, from 2017 to 2021, imports remained at a lower figure.
In value terms, non-wheat flour imports skyrocketed to $X in 2021. In general, imports showed a relatively flat trend pattern. The growth pace was the most rapid in 2016 with an increase of 172% against the previous year. As a result, imports reached the peak of $X. From 2017 to 2021, the growth of imports failed to regain momentum.
Imports by Country
In 2021, Belarus (X tons) was the main supplier of non-wheat flour to Russia, accounting for a 96% share of total imports. It was followed by Ukraine (X tons), with less than 0.1% share of total imports.
From 2012 to 2021, the average annual growth rate of volume from Belarus amounted to +8.2%.
In value terms, Belarus ($X) constituted the largest supplier of non-wheat flours to Russia, comprising 85% of total imports. The second position in the ranking was taken by Ukraine ($X), with less than 0.1% share of total imports.
From 2012 to 2021, the average annual growth rate of value from Belarus stood at +5.4%.
Import Prices by Country
The average non-wheat flour import price stood at $X per ton in 2021, with a decrease of -17.8% against the previous year. Over the period under review, the import price saw a deep slump. The pace of growth was the most pronounced in 2019 an increase of 54% against the previous year. The import price peaked at $X per ton in 2012; however, from 2013 to 2021, import prices failed to regain momentum.
Average prices varied noticeably amongst the major supplying countries. In 2021, amid the top importers, the country with the highest price was Belarus ($X per ton), while the price for Ukraine amounted to $X per ton.
